Indian public procurement runs through several parallel systems rather than one. Central ministries and most states publish on GePNIC-based e-procurement portals (eprocure.gov.in and its state equivalents), commodity and service purchases increasingly go through the Government e-Marketplace (GeM), and large public sector undertakings — power utilities, coal and mining companies, oil marketing companies, railways — operate their own portals. Governance assignments are advisory and politically sensitive, and are contracted by UN agencies, development banks and bilateral programmes working alongside a host-government counterpart. Selection weighs the seniority and regional experience of named experts heavily — a proposal usually stands or falls on its team CVs and on evidence of comparable reform work in a similar administrative system. Language capability is often a hard requirement rather than a preference. Because the counterpart is a ministry or an independent commission, deliverables tend to be diagnostics, draft legislation, systems design and training rather than physical outputs, and timelines slip with the political calendar; check how the contract handles delays outside your control before pricing a fixed-fee assignment.
