In the case of a joint venture / Consor'um, the lead agency shall be a SKP . We respecRully request NIUA to consider allowing par'cipa'on of agencies possessing substan'al and demonstrable experience in solid waste management, sanita'on planning, IEC, policy implementa'on support, pilgrimage waste management, field research, stakeholder consulta'ons, and government advisory assignments, even if they are not presently empanelled as Swachhta Knowledge Partners (SKPs) under SBM-KMU. Alterna'vely, such agencies may be permiUed to par'cipate independently subject to demonstra'ng equivalent technical creden'als, experience, and ins'tu'onal capabili'es as envisaged under the SKP framework. The Bidder, in the case of an individual en'ty, must be empanelled as a Swachhta Knowledge Partner (SKP) under the Swachh Bharat Mission Knowledge Management Unit (SBM-KMU) established at the Na'onal Ins'tute of Urban Affairs (NIUA) as of the proposal due date. In the case of a Joint Venture (JV)/Consor'um, the Lead Member shall mandatorily be an empanelled Swachhta Knowledge Partner (SKP) under SBM-KMU, NIUA. The JV/Consor'um shall have collec'vely achieved a minimum revenue of INR 3 Crore (Rupees Three Crore only) during any three (3) financial years out of the last five (5) financial years preceding the proposal due date. 3 General Pre-bid query Scope of work Do the towns of Kedarnath and Amarnath need to be covered as part of the study? This is for a number of reasons - the main one being that pilgrims to stay for a night or two at the top and there is likely to be a significant amount of solid and liquid waste generated there. The SOPs of the yatra may have to be linked with those of the towns to ensure synergies. Else, there is a risk that this could be done in siloes. Yes, it is mandatory to consider the towns of Kedarnath and Amarnath for preparing a standard SOP for waste management during pilgrimage yatras. 4 General Pre-bid query Scope of work While the study would be detailed, it is not clear what the SOPs would eventually focus on. Waste Management involves planning, design, implementa'on and monitoring/opera'ons phases broadly. It appears that the SOPs are mainly focused on opera'ons and monitoring. The Consultant shall undertake and deliver a comprehensive assessment covering all aspects of solid waste management planning, design, implementa'on, opera'on, monitoring, and performance evalua'on. The scope of services shall include, but not be limited to, the ac'vi'es, tasks, and deliverables specified under Sec'on 7: Terms of Reference (ToR), Clause 5 – Scope of Work of this RFP . The Consultant shall be responsible for carrying out all studies, analyses, stakeholder consulta'ons, field inves'ga'ons, planning exercises, design recommenda'ons, implementa'on strategies, monitoring frameworks, and associated ac'vi'es necessary for the successful comple'on of the assignment in accordance with the requirements set forth in the ToR. Any ac'vity reasonably required to achieve the objec'ves of the assignment, whether explicitly stated or implied within the Scope of Work, shall be deemed to be included within the Consultant’s obliga'ons under the Contract. 5 General Pre-bid query Scope of work Will the onboarded agency be provided with the details of the in progress and upcoming ini'a'ves with respect to waste management for the Yatras? This informa'on is necessary to make the SOPs future proof and hence are cri'cal to be considered during the study. NIUA may, at its sole discre'on and subject to availability, facilitate or provide the selected Consultant/Agency with informa'on rela'ng to ongoing, planned, or upcoming waste management ini'a'ves relevant to the assignment and the proposed Yatras. However, NIUA shall not be under any obliga'on, express or implied, to furnish such informa'on, and the provision of any such support shall not be constru
