No. Original RFP Clause Revised RFP Clause 1. ELIGIBILITY CRITERIA iii The firm must be empanelled with the DAVP (Central Bureau of Communications). The copy of latest certificate of empanelment should be attached. Empanelment with DAVP (Central Bureau of Communications) is desirable. The copy of latest certificate of empanelment should be attached. iv/vi The firm should be having a positive net worth and an average annual turnover of at least INR 1 crore in previous three financial years (FY2022 -23, 2023 -24 & 2024 -25) in the field of e -Content development in India. Certified by the Chartered Accountant (another auditing firm). Valid MSME / Startup Certificate issued by Government of India needs to be provided for availing the exemption available to MSME/Startups regarding Average Annual Turnover. The firm should be having a positive net worth and an average annual turnover of at least INR 1 crore in previous three financial years (FY2022-23, 2023 -24 & 2024 -25) in the field of e -Content development in India. Certified by the Chartered Accountant (another auditing firm). In case of MSE and Startups, an average annual turnover of at least INR 50 Lakh in previous three financial years (FY2022 -23, 2023 -24 & 2024 - 25) in the field of e -Content development in India. Certified by the Chartered Accountant (another auditing firm). Valid MSE/ Start Up Certificate should be provided. 1. Revised Technical Evaluation Criteria - The proposals will be assigned a Technical Score based on following criteria: S. No. CRITERIA MAXIMUM SCORE 1 Understanding of CITIIS Program. Approach and methodology - Observations on the objectives & Comprehensiveness of the proposal (i.e. coverage of requirements in line with TOR), adequate planning and phasing for editing and development of e-learning modules, infotainment videos – 5 Marks Empanelment with DAVP (Central Bureau of Communications) is desirable. The copy of latest certificate of empanelment should be attached. – 5 marks 10 2 Average Annual Turnover of firm for the last three FYs ending on 31st March 2025 should be equal to or greater than Rs 1 (one) crore - Turnover INR : 1 Crore to 2 Crore = 10 marks > 02 Crore to 03 Crore =15 marks >03 Crore =20 marks The Audited Financial Statements, P/L account and positive net worth certificate should be submitted for FY 2022-23, 2023-24 and 2024-25. (In case of MSE/Startups 10 marks for average annual turnover more than Rs. 50 Lakh). 20 3 Work experience Experience in similar assignments – completed during last 5 years. Similar Assignments mean – Expertise in development / editing of e -learning modules / infotainment modules for any central Govt./State Govt./ PSUs/NGOs/Public listed organizations/Multilateral agencies as on the date of the submission of the bid. The marks will be awarded as under: No. of assignments and project cost Marks Two (2) completed assignment with cost of 10 lakhs each 10 Three (3) completed assignments with a cost of 10 lakhs each 15 Four (4) completed assignments with a cost of 10 lakhs each 20 Five (5) or more completed assignments with a cost of 10 lakhs each 25 Copy of Completion Certificates from the Client with requiiste details OR 25 Copy of LOA/ Contract / Work Order and Self-Certificate of Completion certified by the Authorized Signatory on the Letter Head of the Company and certified by CA with relevant information like name of the assignment, date of start, date of completion, contract amount and total payment etc. 4 Composition and quality of proposed team – i. Position 01 – Team Leader with 8 years experience in the field of Design & Digital Content– 7 Marks ii. Position 02 – Film Designer with 5 years experience in film designing and editing – 5 marks iii. Position 03 – Content Designer with 5 years experience in content designing – 5 marks iv. Position 04 – Illustrator with 5 years experience in visual effects and fine arts – 5 marks v. Redeveloped LCCM Modules (2 Modules) • Complete redevelopment of 2 LCCM modules on: The Consultant/Agency shall submit the following deliverables to NIUA–CITIIS: 1. Edited LCCM Learning Modules (14 Modules) • Edited versions of 14 existing LCCM modules (each comprising 6–7 units), including: o Integration of animations, graphics, content removal and addition and visual enhancements o Incorporation of NIUA– CITIIS branding and logos 2.
