Prepara&on of Transit-influence and Sta&on Area Mobility Plan for Shivajinagar Metro Sta&on area, Pune, Maharashtra 4 Le,er of Invita3on RFP No. NIUA/GEF_LCI/2026/P: 258 New Delhi August 14, 2026 Dear Sir/ Madam, 1. The Na?onal Ins?tute of Urban Affairs (NIUA) is implemen?ng a UNEP-supported, GEF7-funded project ?tled UrbanShid (Livable Ci?es in India: Demonstra?ng Sustainable Urban Planning and Development through Integrated Approaches). The project aims to transform Indian ci?es through integrated urban planning, which would lead to reducing GHG emissions and protec?ng and enhancing biodiversity and ecologically sensi?ve areas by building the capacity of state and city authori?es. The objec?ve of the project is to demonstrate low emissions, resilient, nature-based, inclusive, sustainable urban development in selected ci?es and support scale-up na?onally. The project would provide technical assistance and investment for undertaking the following ac?vi?es in the target ci?es (Pune & Surat) and the replica?on ci?es (Agra & Puducherry): • Evidence-based sustainable and integrated planning; • Investments in low emissions, resilient, Nature-based Solu?ons (NbS) and mobility; • Innova?ve financing solu?ons for ci?es; and • Knowledge management and capacity development: Knowledge products, good prac?ces and tools would be made available to na?onal, state and city authori?es as well as other stakeholders through the Na?onal Urban Learning Plahorm (NULP). The project will also focus on enabling gender mainstreaming prac?ces and processes through the inclusion of gender exper?se, stakeholder consulta?ons with women, adop?on of gender-responsive planning and budge?ng processes and mandatory gender assessment of all urban development projects. Inclusion of women and other marginalised groups is a cri?cal aspect of the Project since this segment of stakeholders is more vulnerable to the adversi?es of climate change and natural disasters. To further the objec?ves of the Project, key areas of interven?on have been iden?fied for each target city. Under the UrbanShid Country Project, NIUA, Pune has been iden?fied as a lighthouse city to demonstrate integrated and sustainable urban planning approaches. As part of this ini?a?ve, in collabora?on with Pune Municipal Corpora?on (PMC), UrbanShid Country Project has developed the Guidelines for Transit Influence Area Planning, which provide a comprehensive framework for planning of Transit Influence Areas in Indian ci?es. Building upon these guidelines, the present assignment seeks to opera?onalise TOD principles through the prepara?on of a Transit-influence and Sta6on Area Mobility Plan (Ti-SAMP), i.e. a Transit Influence Area Plan (TIAP) and a Sta?on Area Mobility Plan (SAMP) for the Shivajinagar Metro Sta?on Area, Pune, Maharashtra, India.
