Invitation for Expression of Interest: PCP125 Substation Construction Civil & Maintenance Panel

Energy Queensland is seeking expressions of interest from suitably qualified contractors for inclusion on its PCP125 Substation Civil Works Prequalification Scheme.

Contractors will be assessed as meeting the applicable requirements may be admitted to the Scheme and subsequently invited to participate in sourcing activities for relevant work packages. Appointment to the Scheme does not guarantee any minimum volume of work, expenditure, invitation to quote or contract award.

Work may be undertaken within operational high-voltage substations and other energised electricity network environments across Queensland. Contractors must demonstrate suitable safety systems, competencies, training, experience, resources and capacity to work in these environments.

Outlined in Reference Document 'EQL Prequalification Scheme' Applicants may apply for one or both of the following work categories Civil Works and Minor Works:

Civil Works: Construction of projects in new or existing substation which may include but not limited to Civil, Structural, Drainage, Concrete Footings, Pavements, Buildings, Foundations, Earth Grid, Oil Separator, Fence, Yard Stone, Transformer Bund, Erection of Support Structures, Trenches, Conduit Installation. Minor Civil Works includes maintenance style work or minor projects in new or existing substations covering similar activities to Civil Works. This category applies to works generally valued below $250,000 excluding GST.

EQL has identified increased demand for Minor Civil Works in Southeast Queensland, particularly:

• Area 14: Brisbane Central;

• Area 15: Brisbane South; and

• Area 16: Ipswich Lockyer.

Applications are also sought from contractors capable of delivering the work categories across other Queensland regions.

Background information / Compatibility requirements

In the EOI Response Schedule xls, Contractors may nominate one, multiple or all geographic areas in which they can deliver the relevant work category and are to complete the requirements detailed in the invitation to tender document.

Energy Queensland may consider:

• Permanent office locations;

• Labour availability;

• Plant and equipment availability;

• Response capability;

• Demonstrated experience within the nominated areas

For each nominated area, applicants should describe their delivery model, including:

• Office or depot locations;

• Resource availability;

• Proposed mobilisation arrangements; and

• Previous project experience within the area.

Contractors are responsible for ensuring they access and comply with the current version of all applicable Energy Queensland standards, specifications and procedures at the time of tendering and undertaking work.
