Estimated 5-year contract for Generator Servicing & Diesel Tank Inspections throughout the Torres and Cape Hospital and Health Service. seeking to establish a Service Agreement for the provision of Preventative, Corrective Maintenance of Generators and Diesel Generator Power Plant equipment operated and located at Torres and Cape Hospital and Health Service facilities. The Torres and Cape Hospital and Health Service own and operate a range of Generators and Diesel Generator Power Plant Equipment that provide emergency power supply to facilities and infrastructure. Maintenance is required to optimise their performance over the life of the equipment to ensure security of power supply.

Objectives

(i) Preventative maintenance

(ii) Corrective maintenance, including 24 hour, 7 days per week (including gazetted public holidays) Breakdown Support and Emergency Call-Outs; and

(iii) Testing and certification

Preventative Maintenance

Queensland Health and Torres and Cape Hospital and Health Service seek to engage Supplier(s) capable of providing all elements of Generator Servicing & Diesel Tank Inspections. Preventative maintenance is to be undertaken in a planned, timely and cost-effective manner with the objective being to maximise reliability, minimise equipment downtime and repairs and reduce costs to Queensland Health and taxpayers.

To ensure emergency supplies of electricity is maintained for all Queensland Health facilities, Generators and Diesel Generator Power Plant equipment are required to perform at optimal levels for safety, technical, operations and environmental considerations. All Generators and Diesel Generator Power Plant equipment are required to adhere to legislative requirements, Australian Standards, Queensland Health Task Specifications and Manufacturer Recommendations.

Corrective Maintenance

Queensland Health and Torres and Cape Hospital and Health Service seek to engage Supplier(s) capable of providing all elements Generator and Diesel Generator Power Plant corrective maintenance or part thereof.

Corrective maintenance is to be undertaken in a timely and cost-effective manner to ensure Queensland Health and Torres and Cape Hospital and Health Service maintain uninterrupted use of Generator and Diesel Generator Power Plant in order to meet operational requirements.

To ensure emergency supplies of electricity is maintained for all Queensland Health facilities, Generators and Diesel Generator Power Plant equipment are required to be repaired to a standard that allows equipment to perform at optimal levels for safety, technical, operations and environmental considerations. All repairs and corrective maintenance are to ensure Generators and Diesel Generator Power Plant equipment adhere to legislative requirements, Australian Standards, Queensland Health Task Specifications and Manufacturer Recommendations.

Supply and Installation

Queensland Health and Torres and Cape Hospital and Health Service seek to engage Supplier(s) capable of providing all elements Generator and Diesel Generator Power Plant supply and installation or part thereof. The supply and installation of Generators will be on an ad hoc basis and the supplier will need to demonstrate they have the capability to complete this duty if required. The customer reserves the right to seek alternative quotes.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Technical Requirements and Standards

(a) The Supplier is required to deliver maintenance and servicing as per Queensland Health Task Specifications (refer Attachment 2 – Task Specifications, including any amendments, revisions or subsequent Task Specifications)

(i) ES06 – Emergency Power Supplies Hospitals; and

(ii) PL06 – Fuel Tank Diesel

(b) The Supplier in the delivery of Service Maintenance must meet all applicable standards and legislation (including any amendments, revisions or superseding standards) including but not limited to:

i) AS 3009 Electrical Installations;

ii) AS 3000 Australian Wiring Rules;

iii) AS/NZS 3010 Electrical installations – Generating sets

iv) AS3570: 1998 Automotive diesel fuels

v) ISO 3170: 2004 Petroleum liquids – Manual sampling

vi) Building Act 1975; and

vii) Building Code of Australia

viii) Manufacturers recommendations and specifications
