Evaluation Information (FAR 12.203) The Government will evaluate offers based on:

  • Technical: Ability of the proposed product/service to meet the Government’s needs.
  • Past Performance: Quality and relevance of the offeror’s past performance information.
  • Price: Evaluated inclusive of transportation charges.

Basis for Award: The Government intends to make award to the responsible offeror whose submission represents the best value, considering the evaluation factors listed.

Evaluation Criteria Details

1. Technical Evaluation

The Government will assess how well the proposed services satisfy the requirements described in this solicitation. Considerations may include:

  • Compliance with specifications, performance requirements, or functional needs;
  • Suitability of approach, materials, or methods;
  • Ability to meet delivery schedule;
  • Compatibility with existing infrastructure; and
  • Adequacy of documentation or supporting materials submitted.

2. Past Performance Evaluation

Past performance will be a significant factor. The Government may review past performance information from:

  • CPARS or other Federal performance records
  • Commercial performance references
  • Subcontractor experience (if relevant)
  • Other reliable and relevant sources
  • Information provided in the offeror’s submission

Offerors with no record of past performance will receive a neutral rating.

3. Price Evaluation

Price will be evaluated for reasonableness in accordance with FAR 12.204.

Evaluation considerations include:

  • Total evaluated price including transportation
  • Consideration of prompt payment discounts (not included in evaluation totals)
  • Comparison with other offers or market information

The Government may reject any offer not determined to be fair and reasonable.

4. Best Value Determination

The Government intends to award based on a best value tradeoff or lowest price technically acceptable (LPTA) approach, as specified below:
