The 97th MDG requires two virtual reality headsets with licensing software to conduct realistic medical training with a wide variety of types of practice from combat lifesaver and first responder. The 97th MDG intends to make a sole source award to SimX Inc (CAGE: 79S56), due to being the only source capable of providing the proprietary software-based platform for conducting realistic medical training which is compatible with their headset. It is designed for effectiveness in a wide variety of settings and for a wide variety of types of practice, from combat lifesaver and first responder to high acuity in-hospital care. The SimX technology was developed in part with funds from the Federal Small Business Innovation Research (SBIR) program. The SBIR program is used by the Federal Government to enable the development of technologies with dual use potential within the Government as well as the commercial sector. The SBIR program is competitively selected, and a cost reasonableness assessment is made by US Government contracting officers during selection. Under the Federal SBA SBIR/STTR Policy Directive, this assessment may be relied upon by contracting officers to satisfy the need for competition and serves as a Federal Justification for Other than Full and Open Competition (JOFOC / also known as a "sole source justification"). Additionally, because SimX owns the SBIR Data Rights and patent(s) in the technology, no other company may produce and/or sell the same technology without a license or distribution agreement from SimX. The proposed contract action for the Government intends to solicit from a single source under the authority of RFO 6.103-1 and 10 U.S.C 3204(a)(1). This notice of intent is NOT a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement. Capability statements are due on September 11, 2026 at 11AM CDT.
