About WaterAid India
Jal Seva Charitable Foundation (JSCF) is registered in India as a not -for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.
WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene – enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna, Kolkata and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Background
WaterAid India (WAI) works towards ensuring universal access to safe water, sanitation and hygiene (WASH) through strengthening community institutions, local governance systems and sustainable service delivery. Community capacity building is central to achieving sustainable WASH outcomes. Over the years, WaterAid India has developed a range of training modules, facilitation guides and learning resources for Village Water and Sanitation Committees (VWSCs), Gram Panchayats, Community Facilitators (CFs), frontline workers and community institutions.
As WaterAid India expands its work across multiple states and programmes, there is a need to standardise these training resources into a comprehensive, high-quality learning package that reflects organisational approaches, promotes consistent delivery, incorporates climate resilience and ensures quality facilitation across all programme locations.
WaterAid India therefore seeks the services of a competent consultant or agency to review existing learning materials and develop standardised training modules, facilitator manuals and participant handbooks for key community capacity-building interventions.
Assignment Objective
To review, standardise and develop a comprehensive set of community training modules and facilitator manuals that strengthen local institutions and promote sustainable, climate-resilient and inclusive WASH services leading to WASH-secure communities.
Specific Objectives
The assignment aims to:
Review and consolidate existing WaterAid India training resources.
Develop standardised, competency-based training modules for Community Facilitators.
Produce facilitator manuals and participant handbooks that support quality and consistent delivery.
Integrate climate resilience, inclusion, gender, safeguarding and behaviour change across all modules.
Develop participatory learning methodologies and practical field tools.
Pilot, validate and finalise the learning package.
Proposal Submission
Interested consultants/agencies should submit both Technical and Financial Proposals .
A. Technical Proposal
The technical proposal should include:
Understanding of the assignment.
Proposed methodology and approach.
Detailed work plan and timeline.
Team composition and roles.
Relevant organisational profile.
Experience in similar assignments.
At least three examples of comparable assignments completed in the last three years.
B. Financial Proposal
The financial proposal should include:
Professional fees.
Applicable taxes.
Travel and logistics (if applicable).
Any other reimbursable costs.
Total lump-sum cost for the assignment.
Evaluation Criteria
Selection will follow a Quality and Cost Based Selection (QCBS) process.

Only bidders scoring 60 marks or above in the technical evaluation will qualify for financial evaluation.
Financial Evaluation (20 Marks)
The lowest evaluated financial proposal will receive the maximum score of 20, while other proposals will be scored proportionately.
Final Score
Final Score = Technical Score (80%) + Financial Score (20%)
The consultant/agency obtaining the highest combined score will be recommended for award.
Proposal Submission Timeline- Submit Technical and Financial Proposals by 16 th September by 5:30 pm
