TENDER NOTICE

1. Background

Bakshi Ka Talab (BKT) Nagar Panchayat, located in Lucknow District, Uttar Pradesh, has witnessed rapid urbanization and a corresponding increase in the generation of faecal sludge from on-site sanitation systems such as septic tanks and pit latrines. In the absence of a comprehensive underground sewerage network, most households and commercial establishments rely on decentralized sanitation systems that require periodic desludging. Without adequate treatment infrastructure, faecal sludge is often disposed of indiscriminately, leading to contamination of surface water and groundwater resources, environmental degradation, and significant public health risks. To address these challenges, the proposed 25 KLD Faecal Sludge Treatment Plant (FSTP) is being developed at Bakshi Ka Talab Nagar Panchayat to provide a scientifically designed, decentralized treatment facility for septage collected from the Nagar Panchayat and its surrounding service area. The project has been planned in accordance with the guidelines of the Ministry of Housing and Urban Affairs (MoHUA), Government of India, and supports the objectives of Swachh Bharat Mission–Urban (SBM-U 2.0) by promoting safe collection, transportation, treatment, and environmentally sound disposal or reuse of faecal sludge. The proposed FSTP incorporates a multi-stage treatment process consisting of a Screen Chamber, Sludge Drying Beds, Settler, Anaerobic Baffled Reactor (ABR), Anaerobic Filter (AF), Planted Gravel Filter (PGF), and Treated Water Collection Tank. The treatment system has been designed to achieve effective removal of suspended solids, organic matter, nutrients, and pathogens, thereby producing treated effluent and stabilized biosolids suitable for safe disposal or beneficial reuse in accordance with applicable environmental standards.

2. Objectives and Location Profile Objectives

• The primary objectives of the proposed 25 KLD Faecal Sludge Treatment Plant are to:
• Establish a scientifically designed treatment facility for safe treatment of faecal sludge generated from on-site sanitation systems.
• Prevent indiscriminate disposal of septage into drains, open land, ponds, and water bodies.
• Reduce pollution of surface water and groundwater through efficient treatment of faecal sludge.
• Improve public health and environmental sanitation within the service area.
• Promote resource recovery through safe reuse of treated water and stabilized biosolids wherever feasible.
• Develop a sustainable, energy-efficient, and low-maintenance faecal sludge treatment system using decentralized treatment technologies.
• Strengthen the faecal sludge management framework of Bakshi Ka Talab Nagar
• Panchayat in compliance with national FSM guidelines and Swachh Bharat Mission–
• Urban (SBM-U 2.0)

Location Profile:

The proposed 25 KLD Faecal Sludge Treatment Plant (FSTP) is located at Akhori, Ward No14 Bakshi Ka Talab (BKT) Nagar Panchayat, Lucknow District, Uttar Pradesh. The treatment facility has been planned to cater to the faecal sludge generated from households, commercial establishments, institutions, and other on-site sanitation systems within the Nagar Panchayat and its surrounding service area. The selected site has been identified considering land availability, accessibility for desludging vehicles, environmental suitability, and future operational requirements. The site is well connected through an all-weather road network, ensuring uninterrupted movement of vacuum tankers and operation and maintenance vehicles. • Proposals received after due date will not be considered.
• Financial proposals must be submitted inclusive of applicable taxes and mentioning the validity of the quoted rate.

• Incomplete proposals shall not be considered.
