THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES The 97th CON Squadron at Altus, OK 73523 intends to solicit and negotiate a sole-source, firm-fixed-price contract for the acquisition of cold weather gear. The 97th Contracting Squadron intends to make award this contract to AbilityOne San Antonio Lighthouse For The Blind (CAGE: 64083), under the AbilityOne Program. This acquisition is being conducted as a noncompetitive contract action under the authority of Revolutionary Federal Acquisition Overhaul (RFO) 6.103-5(b): "Authorized or required by statute". The AbilityOne Program dictates that the Lighthouse for the Blind is considered a Mandatory Source. The justification for soliciting and negotiating with a single source is as follows:

• AbilityOne Program Alignment: Fulfilling this order through the Lighthouse supports the federal policy of purchasing designated supplies and services from qualified nonprofit agencies employing people who are blind or severely disabled.

This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
