Details

Hankinnan kohteena on Helsingin kaupungin tilikausien 2027–2029 sekä optiona tilikausien 2030–2031 hallinnon ja talouden lakisääteisen tilintarkastuksen suorittaminen kuntalain 14 luvun ja Helsingin kaupungin hallintosäännön mukaisesti. Hankinnan kohteeseen sisältyvät myös kaupungin tilintarkastajalta edellytettävät muuhun lainsäädäntöön perustuvat tarkastukset ja lausunnot. Tilintarkastuskertomuksen ja tilintarkastusta koskevan loppuraportin lisäksi tilintarkastajan edellytetään antavan tarkastuslautakunnalle vuosittain vähintään kaksi kirjallista väliraporttia. Tilintarkastukseen on kohdennettava vuosittain vähintään 40 vastuunalaisen tilintarkastajan tarkastuspäivää. Lisäksi auktorisoitujen tilintarkastajien (JHTT/JHT, KHT, HT) tarkastuspäivien määrän on oltava yhteensä vähintään 125 tarkastuspäivää vuodessa. Tilintarkastaja on velvollinen antamaan konserniyhteisöjen tilintarkastajille ohjeet konsernitilinpäätöstä varten toimitettavien tietojen tarkastamisesta ja konserniyhteisöjen tilintarkastuksen raportoinnista emon tilintarkastajalle. Tarjoajan on tarjousta tehdessään otettava huomioon, että tilintarkastusyhteisön käytössä on tarkastusviraston työpanos ja sisäisen tarkastuksen raportointi (liite 4). Kaupungin organisaatiorakenteessa, toimintatavoissa ja tehtävissä voi tarjouspyynnön kohteena olevan ajanjakson kuluessa tapahtua muutoksia. Mikäli olennaisia muutoksia (kuten yhtiöittämistä) tapahtuu, sopijapuolet neuvottelevat etukäteen niiden vaikutuksista tilintarkastukseen. Hankinnan kohde on kuvattu tarkemmin tässä tarjouspyynnössä ja sen liitteissä. Hankintayksikkö ei sitoudu mihinkään hankintamääriin.
