Hankinnan kohteena on Helsingin kaupungin omistamien ja hallinnoimien palvelukiinteistöjen mekaanisten ja elektromekaanisten lukostojen avaintenhallintapalvelu sekä lukostotietojen hallinnointia avainturvallisuusperiaatteiden mukaisesti. Avaimet voivat olla kulkutunnisteita, elektromekaanisia avaimia, mekaanisia avaimia, radiolähettimiä tai puhelinavaimia. Palveluun kuuluu myös mekaanisten lukitusjärjestelmien lukostotietojen hallinnointia. Hankinnan arvioitu arvonlisäveroton enimmäisarvo on 2,0 milj. euroa. Arvioitu arvo sisältää varsinaisen sopimuskauden kaksi (2) vuotta sekä lisäksi kaksi (2) yhden (1) vuoden optiokautta. Hankinta toteutetaan puitejärjestelynä etusijajärjestyksessä, jossa avaintenhallintapalveluun valitaan etusijajärjestyksessä kaksi (2) toimittajaa, ellei niitä ole vähemmän. Puitejärjestelyssä kokonaistaloudellisesti edullisimman tarjouksen jättänyt tarjoaja on etusijajärjestyksessä ensimmäinen ja toiseksi edullisin tarjoaja on etusijajärjestyksessä toisena. Tilaaja voi lisäksi hankkia vähäisessä määrin hankintaohjelman ulkopuolisia, mutta samaan tuote- ja palvelukategoriaan kuuluvia tarvikkeita ja niiden huoltotöitä. Puitejärjestelyyn valituilla toimittajilla ei ole yksinoikeutta puitejärjestelyn kohteena oleviin hankintoihin, vaan tilaajalla on oikeus hankkia samaa hankinnan kohdetta myös tämän puitejärjestelyn ulkopuolelta.
