Details

Hankinta toteutetaan hankintarenkaana, jossa on mukana Helsingin kaupunki ja DigiHelsinki Oy (jäljempänä "Tilaaja"). Hankinnan kohteena on Microsoft Dynamics 365- ja Power Platform -teknologioihin pohjautuviin Sovelluksiin (jäljempänä ”Sovellukset”) liittyviä toimitus- ja käytönaikaisia palveluita, jatkokehitystä sekä muita asiantuntijapalveluita. Palveluilla tarkoitetaan sekä käyttöönottoprojektien ja kehittämishankkeiden aikaisia asiantuntijapalveluja että käyttöönoton jälkeisiä jatkuvia palveluja, kuten tuki- ja ylläpitopalveluja, jatkokehitystä, muutospyyntöjen käsittelyä, teknistä asiantuntijatukea, arkkitehtuuri- ja integraatio-osaamista, palvelunhallintaan liittyviä tehtäviä sekä koulutuksia. Palvelut voivat sisältää Sovellusten määrittelyä, suunnittelua, toteutusta, testaamista, käyttöönottoja, sekä käyttö-, ylläpito-, tuki- ja kehityspalveluita, arkkitehtuuripalveluita, mahdollisia toteutuksiin sisältyviä datamigraatioita ja integraatioita, toimitusten aikaista prosessien harmonisointitukea ja lisenssitarpeiden arviointia sekä koulutuspalveluita ja dokumentointia. Tämän hankinnan kohteen pohjalta toteutettavat Sovellukset tuotetaan Microsoft Dynamics 365- tai Power Platform -alustalle.  Hankinnasta muodostetaan puitejärjestely, johon valitaan kolme toimittajaa etusijajärjestyksellä. Kilpailutus toteutetaan avoimella menettelyllä. Hankintarenkaaseen osallistuvat tekevät kumpikin oman hankintapäätöksen ja sopimuksen puitejärjestelyyn valittujen tarjoajien kanssa. Hankinnan enimmäisarvo on yhdeksän (9) miljoonaa euroa (alv 0 %). Puitejärjestelyn perusteella Tilaaja ja Tilaajan toimialat, virastot, liikelaitokset ja DigiHelsinki Oy voivat hankkia Puitejärjestelyn tarkoittamia Palveluita tai Jatkuvia palveluita erillisillä toimitussopimuksilla. Toimitussopimukset voivat liittyä myös Tilaajan itse toteuttamiin tai yhteistyössä muiden sopimuskumppanien kanssa toteutettuihin Sovelluksiin. Jos saman Sovelluksen toteuttamiseen, ylläpitoon tai jatkokehittämiseen osallistuu useita toimittajia, vastuunjako ja toimittajien yhteistyövelvoitteet määritellään toimitussopimuksessa. Toimitukset voivat sisältää Microsoft Dynamics 365- ja Power Platform -toteutusten yhteydessä myös muilla teknologioilla toteutettuja komponentteja, kuten esimerkiksi integraation ulkoiseen tietokantaan, rajapintaan, tai ohjelmistokomponenttiin tms.
