Overview INVITATION TO BID – PLANTS The Government of Grenada (GOGR)/the Grenada Electricity Services Ltd. (GRENLEC) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to approximately USD8,700,000 provided by the Government of Canada through the Department of Foreign Affairs, Trade and Development (DFTAD) under the Supporting Resilient Green Energy (SuRGE) Initiative in the Caribbean, the United Kingdom through the Foreign, Commonwealth and Development Office (FCDO) under the Sustainable Energy for the Eastern Caribbean (SEEC) Programme and the European Union through the Caribbean Investment Facility (EU-CIF) under the SEEC Programme towards the cost of the Battery Storage System Project and intends to apply a portion of the proceeds to eligible payments under this contract. The Loan Agreement and the Grant Agreement prohibit a withdrawal from the Loan Account and the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOGR and GRENLEC shall derive any rights from the Loan Agreement and the Credit Agreement or have any claim to the proceeds of the Loan and the Grant. GRENLEC is the Executing and Implementing Agency for the Project. GRENLEC invites electronic bids from eligible and qualified bidders for Design, Supply and Installation of Battery Energy Storage System (5.5 MW/11 MWh). The contract includes, but may not be limited to, the following: - Design and Engineering Services; - Plant and Equipment; - Installation, Testing, Commissioning and Other Related Services; - Site Coordination and Interface Management; and - Maintenance Services and Non-Warranty Corrective and Unscheduled Services.
