Page 1 ADDITIONAL CORRIGENDUM RFP ENQUIRY NUMBER: OCAC-SEGP-SPD-0031-2024-26047, Dated. 08.07.2026 Request for proposal for selection of implementing agency for design, development, implementation and maintenance support of Odisha Integrated Statistical System (OISS) portal for Directorate of Economics & Statistics (DE&S), for strengthening of state statistical system in Odisha, under Odisha State Capability & Resilient Growth Policy Program (supported by the World Bank) Important: This Additional Corrigendum shall be read along with the earlier Corrigendum, the Response Sheet published with the Corrigendum, and the original RFP Documents published vide RFP No. OCAC-SEGP-SPD-0031-2024-26047 dated 08.07.2026. In case of any inconsistency, the provisions of this Additional Corrigendum shall prevail to the extent of such inconsistency. Sl. No. Clause No Existing Clause Revised Clause 1 Vol 1, Clause 4.9.1, Item 2 — Pre-Qualification Criteria (Average Sales Turnover) Heading: “Average Sales Turnover” Annual average Turnover of the bidder should be a minimum of ₹100 Crore, must be generated from IT/ITEs business of Government Departments/Public Sector Undertakings in India, during each of the last three financial years, i.e., FY 2024-25, FY 2023-24, and FY 2022-23. Heading shall read: “Average Annual Turnover” The Average Annual Turnover of the bidder shall be a minimum of ₹100 Crore from IT/ITeS business, calculated for the last three financial years, i.e., FY 2022-23, FY 2023-24 and FY 2024-25. The requirement that such turnover must be generated from Government Departments/Public Sector Undertakings (PSUs) is deleted. 2 Vol 1, Clause 4.9.4 — Relevant Experience, Point (b) (as revised by earlier corrigendum) ... with a minimum project value of INR 8 crore. The solution should include a minimum of 50% (by project value) of components such as Data Warehousing, Data Lake, Business Intelligence (BI) Dashboards, and/or AI/ML modelling. (Supply of only license(s) shall not be considered for evaluation.) ... with a minimum project value of INR 8 crore. The Project/Solution should include components such as Data Warehousing, Data Lake, Business Intelligence (BI) Dashboards, and/or AI/ML modelling having a value of at least 33.33% of the project value. (Supply of only license(s) shall not be considered for evaluation.) 3 Vol 1, Clause 4.9.7 — Financial Strength The Bidder's Average Annual Turnover for the past three (3) financial years (FY 24-25, FY 23-24 and FY 22-23) shall be evaluated as follows: ≥ INR 100 Crores but < INR 200 Crores = 10 Marks ≥ INR 200 Crores but < INR 300 Crores = 15 Marks ≥ INR 300 Crores = 20 Marks The Bidder's Average Annual Turnover from IT/ITeS business for the past three (3) financial years (FY 2024-25, FY 2023-24 and FY 2022-23) shall be evaluated as follows: ≥ INR 100 Crores but < INR 150 Crores = 10 Marks ≥ INR 150 Crores but < INR 200 Crores = 15 Marks ≥ INR 200 Crores = 20 Marks Maximum Score: 20 Marks. 4 Vol 2, Clause 2.2.15(c) — Multilingual IVRS & Field Support Helpdesk To support the thousands of Field Surveyors and external entities interacting with the system, the SI shall deploy an Interactive Voice Response System (IVRS), including multilingual support, field-centric call flow and ticketing integration. To support Field Surveyors and external entities interacting with the system, the bidder shall provide an appropriate support mechanism for effective reporting, tracking and resolution of user issues. The support mechanism may be proposed by the bidder as part of its solution and need not mandatorily be an IVRS-based solution. Page 2 Sl. No. Clause No Existing Clause Revised Clause Accordingly, the mandatory IVRS-specific requirements under this sub-clause shall stand replaced by this provision. 5 Vol 2, Clause 2.2.2(a) & (b) — Volumetric Analysis, Capacity Planning and Infrastructure Sizing No specific bid-stage data-volume baseline is prescribed for overall structured and unstructured data sizing. For bid-stage solution design, sizing and licensing, the bidder shall plan for the OISS system to handle data up to 25 TB. This shall include structured and unstructured data such as database records, images, PDF documents, text files and other digital artefacts. The final sizing shall be validated during the System Study/IRS stage in accordance with the RFP. 6 Vol 2, Clause 2.2.2(b) — Infrastructure Architecture and Sizing; Clause 4.2 — Availability & Business Continuity The RFP requires DR readiness/failover capability but does not specify the DR environment as a percentage of the primary Data Centre (DC) sizing. For bid-stage sizing and licensing, the Disaster Recovery (DR) environment shall be provisioned at 25% of the primary Data Centre (DC) sizing. All other RPO, RTO, failover and business continuity requirements specified in the RFP shall remain unchanged. 7 Vol 2, Clause 4.1 — Performance & Scalability Metrics, Req. ID NFR-PSM-06 (Concurrency) System must support concurrent access by at least 2,000 authenticated users without degradation. System must support concurrent access by at least 400 authenticated OISS users without degradation. The bidder shall architect and license the solution to support a minimum concurrency of 400 authenticated OISS users. 8 Earlier Corrigendum, Annexure 9 — Bidder Document Checklist, Pre-Qualification Criteria, Item 4 Copy of audited Profit & Loss Statement / Certificate from the Statutory Auditor for Average Sales Turnover. Copy of audited Profit & Loss Statement / Certificate from the Statutory Auditor/CA/Company Secretary for Average Annual Turnover. This amendment is consequential to the revision under Vol 1, Clause 4.9.1, Item 2. 9 Earlier Corrigendum (72), Vol 3, Clause 7.19 — Indemnity 1.
