CORRIGENDUM Empanelment of Agencies for Supply, Installation, and Maintenance of Weighing Machines and Other Hardware Devices for Bio-Medical Waste Management and related works for Government of Odisha (RFP No.: OCAC-SEGP-INFRA-0004-2026/26058, Date: 08-09-2026) Important: The Corrigendum is to be read along with Response Sheet published with this corrigendum and the Original RFP document published on the website www.ocac.in & www.odisha.gov.in vide RFP Enquiry number: RFP No.: OCAC-SEGP-INFRA-0004-2026/26058) Last date and time for receipt of proposals from Bidders - 07/10/2026, 2.00 PM Date and time for opening of Pre-Qualification-cum-Technical Proposals- 07/10/2026, 4:00 PM 6.1 Pre-qualification Criteria (General Bid) Keeping in nature of the work involved, following criteria are prescribed as pre-qualification criteria for the Bidder interested in undertaking the project. Technical Bids of only the successful pre-qualifiers will be opened for evaluation. • The bidder shall be a company incorporated under the Companies Act, 1956/2013 or an LLP registered under the LLP Act, 2008, with valid registration/business establishment in Odisha. • The bidder shall submit valid Manufacturer Authorization Form (MAF) from the respective OEM for the products quoted. • The bidder/OEM shall submit valid Registration/Incorporation Certificate, PAN, GST, EPF and ESI registration documents, as applicable. • The bidder shall have been continuously operating in Odisha for at least five (5) years as on the date of publication of the RFP. • The bidder/OEM, as applicable, shall possess valid ISO 9001, ISO/IEC 20000 and ISO/IEC 27001 certifications and FCC, CE & RoHS certificate of OEM. • The OEM shall possess valid BIS certification/registration, wherever applicable, for the offered Barcode Thermal Printer and Handheld POS Terminal, and both products shall be of the same brand/OEM. • The bidder and OEM shall not have been blacklisted/debarred by any Central/State Government Department, PSU, Government Agency, Corporation or Urban Local Body as on the bid submission date • The bidder/OEM shall have adequate service and support arrangements covering all 30 districts of Odisha for installation, warranty support and maintenance. The bidder must submit documentary evidence with address or shall furnish an undertaking to have service and support arrangements covering all 30 districts of Odisha within 30 days from award of the empanelment. • The bidder/OEM shall have at least 100 full-time technical personnel on its own payroll as on 31.03.2026, supported by relevant EPF ECR records. • The bidder shall have an average annual turnover of at least ₹5.00 crore from IT/ITeS activities during the last three financial years ending 31.03.2026. This clause is exempted for local MSE/Startup Odisha Registered firms. • The bidder shall furnish an EMD of ₹5,00,000/- (Rupees Five Lakh only) in the prescribed form in favour of “Odisha Computer Application Centre”, payable at Bhubaneswar. • Eligible MSEs shall be exempted from submission of EMD subject to submission of valid Udyam/MSE registration and fulfilment of applicable Government procurement provisions. • The bidder/OEM shall submit a valid Model Approval Certificate for the offered weighing scale issued by the competent Legal Metrology authority, Government of India/Odisha, wherever applicable. • Consortium/Joint Venture bids shall not be permitted, and the bidder shall independently meet all eligibility and pre-qualification requirements. Note: The bidder should be a OEM/Distributor/Dealer/Retailer/Etc can participate the empanelment as per the eligibility criteria. 7.7 Payment Terms § 80% of the cost of the devices shall be released upon successful delivery, while the remaining 20% shall be released after successful installation and commissioning. For orders exceeding ₹1,00,000/- (inclusive of GST), the bidder shall furnish a Performance Security in shape of Bank Guarantee (PBG) equivalent to 3% of the order value, excluding GST, valid for 14 months. Further it may be renew every year for entire contract period. However, relaxation/ exemption from submission of Performance Security shall be allowed to eligible local MSEs as per the applicable provisions of OGFR. § AMC payments shall commence after successful completion of the 12-month warranty period. For each AMC year, 50% of the annual AMC charges shall be released at the beginning of the year, and the remaining 50% shall be released after completion of six months, subject to satisfactory performance of the devices and services. This payment arrangement shall be applicable from the 2nd year to end of contract period. § Payment for ancillary products/consumables shall be made as per the actual quantity purchased/supplied at the derived rates. § All payments shall be made to the selected agency by the concerned User Department/District Authorities/Healthcare Facilities/CBWTFs, as applicable. 9.
