1.0 BACKGROUND

The African Union Development Agency (AUDA -NEPAD), through its Directorate of Infrastructure, Industrialization, Trade and Regional Integration (DIITRI), is supporting the Economic Community of Central African States (ECCAS) under the African Islands Economies project.

The assignment supports ECCAS in strengthening the planning, coordination and preparation of transport interventions that improve the regional integration of São Tomé and Príncipe. The mission is aligned with Agenda 2063, the African Continental Free Trade Area (AfCFTA), the Programme for Infrastructure Development in Africa (PIDA) and the Single African Air Transport Market (SAATM/MUTAA), taking into account the commitments applicable to the States concerned. 2.0 OBJECTIVE OF THE ASSIGNMENT

General objective:

Strengthen the capacity of ECCAS to plan, coordinate and support transport interventions that improve the regional integration of São Tomé and Príncipe, with a focus on air transport and a coherent approach to maritime and logistical interfaces.

Specific Objectives:

➢ Develop a shared diagnosis of connectivity and the institutional, regulatory and operational constraints affecting São Tomé and Príncipe. ➢ Prepare an operational regional roadmap for reforms, cooperation and priority investments, including a twelve-month priority action programme. ➢ Advance the preparation of a limited portfolio of priority transport interventions for dialogue with technical and financial partners. ➢ Strengthen ECCAS and national focal -point capacity for coordination, decision tracking, risk management, monitoring and reporting.

3.0 EXPECTED DELIVERABLES AND MILESTONES

Dedicated senior technical assistance is required within ECCAS to translate these priorities into operational measures, regional cooperation arrangements and better-prepared projects, while strengthening monitoring tools and the capacity of ECCAS teams and national focal points.
