Reference No. ( as per the Procurement Plan) : DSP/ICS/10 1. The Government of Samoa (GoS) has received financing from the World Bank toward the cost of the Digitally Connected and Resilient Samoa Project and intends to apply part of the proceeds for consulting services. 2. The consulting services (“the Services”) include conducting building condition assessments of existing facilities to determine their suitability for the proposed works. The Individual Consultant will be expected to prepare preliminary engineering designs and complete detailed drawings suitable for the proposed works at each facility. Subsequently, the Consultant will assist the Ministry in preparing bidding documents and provide procurement-related technical assistance, as required. The duration of the assignment will be twelve (12) months. The Consultant is expected to commence the assignment in November 2026. Phone: [contact details removed]. The Ministry of Communications and Information Technology now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are as follows: A Bachelor’s degree in Civil Engineering or a related discipline from a recognized institution. A Master’s degree Civil Engineering will be considered an advantage. A Minimum of ten (10) years of professional experience in building design, structural engineering, building condition assessments, and environmental & social assessment and management. Demonstrated experience in the renovation, refurbishment of existing buildings and / or similar infrastructure including the preparation of technical reports, engineering designs, procurement documentation of construction works. Demonstrated experience in quality assurance of civil works / projects and occupational health and safety. Current registration as a Professional Engineer with the Institute of Professional Engineers Samoa (IPES). Sound knowledge of, and commitment to complying with, the professional standards, codes of practice and ethical guidelines issued by the IPES.

4. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2023.
