Foreign bidders

Foreign firms may bid. The law gives a preference, applied as a reduction on the bid price and stated in the tender, that ranks Congolese individuals and firms ahead of foreign ones. A foreign bidder that subcontracts 30% of the contract to Congolese firms, or fields 40% Congolese key experts, can receive a preference of up to 5%.
