Opdrachtgever wenst een Opdrachtnemer te contracteren die een schaalbare aanpak ontwikkelt voor het versnellen, faciliteren en opschalen van gebiedsgerichte integrale energieplannen binnen de gebouwde omgeving.

De opdracht richt zich op de zogenoemde tactische ruimte: het domein tussen bestaande situaties, actuele uitdagingen en toekomstige plannen voor de gebouwde omgeving, waarin nog niet voor alle vraagstukken passende oplossingen beschikbaar zijn. In diverse gemeenten worden reeds eerste stappen gezet in de samenwerking tussen betrokken partijen, maar bestaat behoefte aan ondersteuning, handelingsperspectief en mogelijkheden voor opschaling.
