Opdrachtgever wenst een Opdrachtnemer te contracteren die onderzoek uitvoert naar de weerbaarheid van het toenemende decentrale energiesysteem en de betekenis daarvan voor het integrale energiesysteem.

De opdracht richt zich op het ontwikkelen van een samenhangend beeld van weerbaarheid van decentrale energiesystemen. Daarbij wordt onderzocht hoe weerbaarheid kan worden gedefinieerd, beoordeeld en versterkt, en onder welke voorwaarden decentrale energiesystemen kunnen bijdragen aan de weerbaarheid van het energiesysteem als geheel.

De opdracht omvat in ieder geval het uitwerken van een begrippenkader, een beoordelingskader, een analyse van risico’s en impactscenario’s, maatregelen om de weerbaarheid te vergroten, en handelingsperspectieven voor beleid, innovatie en praktijk.
