Deze aanbesteding betreft het sluiten van een raamovereenkomst voor het uitvoeren van informatiebeveiligingsonderzoeken (penetratietesten). Het doel is het identificeren van digitale kwetsbaarheden in systemen, applicaties en andere objecten, teneinde deze te verhelpen of te mitigeren. De penetratietesten worden uitgevoerd via geautomatiseerde én handmatige methoden en vloeien voort uit de zorgplicht die deelnemers hebben op grond van de NIS2-richtlijn en de daarop gebaseerde Cyberbeveiligingswet. Deze raamovereenkomst is bestemd voor meerdere rijksdeelnemers, waaronder verschillende ministeries en centrale overheidsorganen.
