MINISTRY OF SPORTS invites bids for SELECTION OF A PRIVATE PARTNER FOR THE OPERATION, MAINTENANCE AND MANAGEMENT (OM&M) OF THE NATIONAL STADIUM COMPLEX, FREETOWN. Advertised 27 August 2026. The purpose of this Request for Expressions of Interest is to establish a shortlist of firms who will be invited to submit proposals at the Request for Proposals stage. Brief Background to the Assignment The National Stadium Complex, constructed in 1979, is Sierra Leone's premier national sports and events facility. The Government has accordingly invested grant financing of Forty Million United States Dollars (US$40 mill ion) in the comprehensive rehabilitation of the Complex, in order to restore it to international standards and reposition it as a modern, multi-purpose national asset. Rehabilitation of t he Main Stadium Bowl, including the installation of spectator seating, is ongoing. The scope applies to the Phase 1 Facilities from the Commercial Operation Date and to the entire Complex from Final Handover. Eligibility Requirements Applicants may be a single firm or a consortium. Evaluation Criteria Expressions of Interest will first be checked for administrative completeness and eligibility on a pass/fail basis. Applicants must not submit any fee structure, indicative fee proposal or revenue -sharing model at this stage; such information is not required and will not be evaluated. The document may be inspected and collected free of charge from the address below during the hours of [TO BE CONFIRMED] on any working day, from the date of first issue until the day preceding the submission deadline.
