REQUEST FOR PROPOSAL (RFP)

Development of a Module on Social Media Marketing and Business Strategy for Women Self Help Groups (WSHG) Members of Mission Shakti, Odisha

Date of Issue: [ 16.09.2026 ]

RFP Closing Date and Time: [ 23.09.2026 ]

1. Introduction

The People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization based in Madiapali, Ganjam, Odisha. PREM is supporting the United Nations POPULATION FUND (UNFPA) in implementing the project “Social Empowerment of Women through the Women Self-Help Groups of Mission Shakti in Odisha” , under their partnership with the Department of Mission Shakti, Government of Odisha (GoO). The project seeks to strengthen the social and economic empowerment of women through capacity building, knowledge sharing and partnerships with the extensive women self help group (WSHG) network in the state.

The project includes a strong focus on Digital and Financial Literacy (D&FL), Reproductive Health & Rights (RHR) and addressing Gender Based Violence (GBV). As part of this, a foundational social media module has already been developed to enable WSHG members to use smartphones and social media more confidently and safely, create photographs, reels, stories and captions, establish a digital presence, engage with audiences and understand basic social media analytics. The existing framework similarly focuses on enabling WSHG members to produce and publish content that promotes their products, enterprises and collective identity.

The next requirement is to build on these capabilities and address the business and marketing layer : how women can use their digital presence to identify and reach potential customers, communicate product value, generate and respond to enquiries, convert interest into orders and sales, receive digital payments, and build repeat customer relationships.

The proposed assignment will therefore develop a second, complementary module that bridges social media use with practical business outcomes. It will translate existing digital content and audience-building skills into an accessible, step-by-step customer and sales journey, while embedding digital and financial safety throughout.

The module should be designed specifically for WSHG members and reflect their varied levels of digital confidence, enterprise experience, literacy, access to devices and connectivity. It should be Odia & English, practical, visual and demonstration-led , and use examples relevant to products and services commonly produced or marketed by WSHGs in Odisha.

2. Objective

The selected agency will be responsible for:

1.Reviewing and building on the existing social media module and framework to identify the knowledge and skill gap between social media content creation and practical business conversion.

2.Developing a second-part training module on social media ( digital ) marketing and business strategy that enables WSHG members to use digital platforms for customer acquisition and sales.

Equipping participants with practical skills related to:

identifying and understanding potential customers;

presenting and positioning products and services;

using social media and digital channels for marketing and outreach;

engaging with customers and responding to enquiries;

converting enquiries into orders and sales;

managing basic customer, order and transaction processes;

using digital payment mechanisms safely; and

using simple business and social media information to inform marketing and business decisions.

Developing a practical training package that can be delivered through Mission Shakti’s existing training and DigiShak ti ecosystem, including short training videos and compatibility with the digital Learning Management System (LMS).

Building the capacity of the project team and other relevant stakeholders to effectively deliver and support the module once finalised.

3. Purpose of the Assignment

The purpose of this assignment is to develop a practical, accessible and scalable training module that enables WSHG members to move from social media visibility to customer acquisition, engagement and sales , while using digital and financial tools safely.

The module will function as a Part II / continuation of the existing Social Media module and shall not duplicate its content.

4. Scope of Work

The assignment will comprise the following stages.

4.1 Review and Design of the Module

The agency shall:

Review the existing Social Media Training Module and Social Media Skilling Framework.

Map existing competencies against the proposed business and marketing competencies to ensure complementarity and avoid duplication.

Identify key gaps and barriers in translating social media presence and engagement into business outcomes.

Develop the overall framework, learning architecture and outline for the second module.

Ensure relevance to WSHG members with varying levels of digital literacy and enterprise experience.
