Scope of Work

Terms of Reference for Development of MIS Dashboard and Android-based Mobile Application for Adolescent Mental Health Programme in Madhya Pradesh For the Adolescent Mental Health and Well-being Programme, AIFT requires the development of a new Android-based mobile application and a web-based Management Information System (MIS) dashboard. The mobile application will enable adolescents to access age-appropriate learning modules, undertake mental health screening, and connect with mental health support services, wherever required. The MIS dashboard will support programme implementation by enabling counsellors and project staff to record programme activities, monitor school-based interventions, and generate implementation reports. THE AMERICAN INDIA FOUNDATION TRUST (AIFT) intends to engage an agency to design, develop, test and deploy the mobile application and the MIS dashboard as per the requirements shared by AIFT. As this is a time-sensitive requirement, preference will be given to agencies that already have a working application and dashboard of this kind, which can be customized and deployed quickly. The scope of work will include requirement assessment and design, end-to-end development of the application and dashboard, testing and piloting, deployment and handover, training of users, and, after go-live, maintenance, technical support, data support and documentation to facilitate effective implementation and scale-up of the intervention. The selected agency shall design, develop and deploy the mobile application and MIS dashboard, and thereafter provide maintenance, technical and operational support till 30th September 2029, subject to fulfilment of the conditions of the bid and the funding for the programme.

Proposal Requirement:

The technical proposal should cover at least below areas: Applicant eligibility requirement(s): - The bidder organization should be registered as a legal entity for doing business in India. - The applicant must have demonstrated ability to provide expert advice and should have at least 3 years of experience in custom software development, or relevant experience in developing a similar mental health application. - The bidder must have demonstrated experience in designing, developing and deploying mobile applications in the field of adolescent mental health, with at least one similar application developed and implemented within the last three years. - Preference will be given to bidders who already have a working adolescent mental health mobile application and MIS dashboard that can be customized and deployed for AIFT within a short time, as this is a time-sensitive requirement. - The bidder should have experience in designing and developing web-based Management Information System (MIS) dashboards for programme monitoring, reporting and data management, preferably for health or social sector programmes. - The mobile application to be developed must support multilingual functionality (at minimum Hindi and English), and the bidder should have prior experience in developing multilingual mobile applications. - The bidder should have proven experience across the full development cycle (requirement analysis, UI/UX design, development, testing and deployment), as well as post-deployment maintenance and technical support for mobile applications and dashboards. - Preference will be given to agencies with prior experience of working with Government departments, development partners, NGOs, or international organizations in implementing digital health or mental health programmes.

Technical Requirements:

The bidder should provide information in English language on overall qualifications, including: - Profile of organization - Past experience, clients handled and completed assignments. - Services and support available post-delivery of Services - Technical Proposal covering the proposed approach, technical architecture, technology stack and time required to go-live (maximum limit of 10-12 pages) - Details of the bidder’s existing adolescent mental health mobile application and MIS dashboard (key features, screenshots, demo link/credentials and current deployments), along with confirmation of availability for a live demonstration - At least two references of clients (contact email id/ phone) - Views on the RFP requirements – Agreement and suggestions to the scope of work outlined in Section III (not more than 5 pages) - Profile of team members proposed for the project (not more than 2 pages) - Any other relevant information (not more than 1 page) - Only for-profit entities can apply. Nonprofit entities (NGO) are not eligible to apply under this bid. Attachments/ Enclosures for Technical Bid: Bid must be submitted in English language only and should contain: - Covering letter with reference to all enclosures or attachments. - Copy of registration documents/ certificate and most recent renewal as a legal entity. - License or permission if any for doing business with computers. - Copy of PAN & TAN. - Copy of GST Registration. - Copy of MSME registration certificate (if registered) - Copies of last three years ITR. (exempted for startup raised within last two year) - All Bid must contain the complete address of firm, including contact number/ email ID of the person who is authorized to submit the bid under their signatures. - Technical bid form as per Annexure I Financial Bid It is to be submitted separately as per Annexure II. No conditional price is to be quoted.
