Issuing Organization Centre for Catalyzing Change (C3) Implementation Geography 4 Districts (Alwar, Dausa, Kota, Rajsamand), Rajasthan Invitation to Agencies The Centre for Catalyzing Change (C3) invites proposals from qualified organizations to design and roll out a curriculum on positive masculinities for men and boys, together with a participatory community safety audit process, across selected districts of Rajasthan. The selected agency will design and roll-out curricula to support men and boys, community women and young girls, in critically examining harmful gender norms and adopting positive, non-violent, and equitable masculinities, while equipping community members, including women's collectives, to identify, document, and act on gender safety risks in their own neighbourhoods. Organizations with proven expertise in gendertransformative programming with men and boys, participatory community-based methodologies, and largescale programme implementation are invited to submit their technical and financial proposals in accordance with this Request for Proposal (RFP).

Introduction & Organizational Context

The Centre for Catalyzing Change (C3) is a leading national non-profit organization dedicated to empowering women and adolescent girls through innovative, evidence-based programmes. For over 30 years, C3 has worked to advance education, health, safety, life skills, and economic opportunities by strengthening systems and influencing public policy. In Rajasthan, C3 partners with the Rajasthan State Rural Livelihood Mission to engage men and boys as partners in advancing gender equality, and to strengthen community-level systems, including women's collectives supported by Rajasthan SRLM, that can identify and respond to safety risks faced by women and girls in public and private spaces. Project Goals and Objectives Goal To engage men and boys across selected districts of Rajasthan in adopting positive, equitable, and nonviolent masculinities, and to build the capacity of community members to identify, document, and act on gender safety risks through participatory community safety audits.

Objectives

• Develop a curriculum on positive masculinities contextualized to the social and cultural context of Rajasthan.
• Design training strategies and roll out training for men and boys using this curriculum.
• Develop a participatory community safety audit curriculum suited to rural and peri-urban Rajasthan.
• Train community members on gender safety audits and roll out audits across target communities.

Scope of Work / Services Required

Agencies are expected to propose a methodology that addresses all of the following components: Curriculum Development — Positive Masculinities

• Formative consultations with men, boys, adolescent boys, and community stakeholders to ground the curriculum in local realities.
• Design of a curriculum contextualized to Rajasthan, covering gender norms and socialization, power and privilege, consent, prevention of violence against women and girls, caregiving and shared domestic responsibility, and allyship.
• Development of a facilitator guide, session plans, and IEC/audio-visual materials in Hindi (and local dialects where relevant).
