Dear Sir/Madam, Sealed quotations are invited from eligible vendors for a third-party evaluative study on the ongoing interventions/ case studies under the Parvat Manthan Hill Forum for the National Institute of Urban Affairs (NIUA). Quotations must be received online on the NIUA website, and must also be submitted in physical copy to the Office of the Director, National Institute of Urban Affairs, Core 4B, 1st Floor, India Habitat Centre, New Delhi, on or before 07 September 2026 up to 17:00 hrs IST. Quotations received after the stipulated date and time will not be entertained. Background The Parvat Manthan Hill Forum, anchored by the National Institute of Urban Affairs (NIUA), serves as a platform to address the context-specific challenges pertaining to solid and liquid waste management for hill cities and towns in the Indian Himalayan Region. The Forum aims to strengthen sanitation and solid waste management systems in hill and Himalayan cities by addressing challenges arising from difficult terrain, fragile ecosystems, dispersed settlements, seasonal tourism, climatic conditions, and limited availability of land and infrastructure. The Forum supports integrated interventions encompassing scientific solid waste management, sanitation and used water management, circular economy solutions, behaviour change communication, institutional strengthening, capacity building, and community participation. Given the ecological significance of the Himalayan region and the diversity of implementation contexts, an independent third-party impact assessment is proposed to evaluate the effectiveness, sustainability, replicability, and long-term outcomes of the Forum. Assess the extent to which planned interventions have been implemented. 2. Evaluate improvements in visible cleanliness. 3. Assess behaviour changes resulting from IEC and community engagement activities. 4. Identify good practices, innovations and scalable models suitable for replication, from the interventions proposed. 5. Recommend measures for improving programme design, implementation and long-term sustainability. 3. Scope of Evaluation The evaluation shall cover two interventions, project locations, across the 09 (Nine) states. • Site/Tourism-specific waste management interventions for solid waste as well as used water • Public and tourist sanitation infrastructure • IEC and behaviour change campaigns • Community (SHG/NGO/CBO) participation • Digital monitoring and governance systems • Promotion of local/traditional sustainable practices 4. Evaluation Methodology The evaluation may employ a context-appropriate mix of quantitative and qualitative methods. The methodologies listed below are indicative and may be adapted as required. A. Secondary review of baseline information (from proposals), progress reports from States. B. Representative field visits covering different geographical regions and intervention typologies for verification of (illustrative list): infrastructure functionality and asset utilisation – where applicable, O&M practices, service delivery and citizen/visitors’ usage. C. User/visitor/tourist surveys to assess service satisfaction, awareness levels, cleanliness perception, user behaviour, and tourist/visitor experience. D. Consultations with key stakeholders including, but not limited to community-based organisations, SHGs/NGOs, faith/youth leaders, educational institutions, private operators, and local community leaders. E. Key Informant Interviews (samples from above) to capture implementation experiences, operational challenges, innovations and lessons learnt. F. Environmental Assessment, to the extent practicable, to examine changes relating to reduction in littering/open dumping/burning of waste including plastic waste, protection of water bodies, improvement in cleanliness of public spaces. 5. Key Evaluation Parameters (whichever applicable) • Implementation: Physical and Financial progress, quality and timeliness. • Service Delivery: Waste processing, scientific disposal, public sanitation. • Behaviour Change: Citizen ownership, tourist awareness, community engagement. Expected Outcomes The evaluation shall provide: • Independent validation of programme achievements. • Assessment of IEC and behaviour change interventions. • Identification from the listed interventions – successful innovations, good practices, replicable models, and lessons learned, including what worked well and what did not. • Recommendations for policy refinement and future investments. 7.
