Page 2 of 8 Annexure A – Terms of Reference (ToR) Third-Party Evaluative Study on the ongoing interventions/ case studies under the Parvat Manthan Hill Forum 1. Key Evaluation Parameters Parameter Focus Implementation Physical and financial progress, quality and timeliness. Service Delivery Waste processing, scientific disposal, public sanitation. Behaviour Change Citizen ownership, tourist awareness, community engagement. Institutional Strengthening Inter-departmental coordination, local governance mechanisms. Environmental Impact Reduction in unmanaged waste, improved cleanliness. Economic Impact Employment generation, alternative livelihood opportunities. Social Impact Engagement of women, informal workers, SHGs; hygiene improvements. Sustainability O&M arrangements, institutionalisation and replicability. 2. Terms for Selection (Eligibility) The bidder (firm/agency or individual consultant/consortium) should demonstrate: • The applicant agency should possess demonstrated prior experience of working in hill/mountainous terrain, specifically within the states, cities and towns of the Indian Himalayan Region (IHR), or in comparable hill/mountain contexts for a minimum of five years. • The applicant agency should possess significant, demonstrable experience in the solid waste management (SWM) sector, including but not limited to assessment, planning, implementation or evaluation assignments for a minimum of three years. • The applicant agency should have established linkages and working relationships with local organisations, community-based groups and other relevant stakeholders in hill cities and towns, to facilitate effective field engagement and data collection for a minimum of three years. • To substantiate their credentials and respond to any queries, the Agency must share the proposal covering the above three points along with work order and completion certificate of similar work done for a minimum of three projects along with a presentation of the work it has undertaken in the Himalayan Region across the waste management sector. 3. Reporting, Coordination and Payment Terms The selected bidder shall work in close coordination with the NIUA, with regular review meetings to ensure alignment of progress and deliverables. All deliverables shall be reviewed and approved by NIUA prior to release of payment. All tax liabilities and personal insurance are to be borne by the bidder. Payments are deliverable-based, as per the deliverable timeline in point 8 of the RfQ, and shall be released after approval of each deliverable by NIUA. Page 3 of 8 Section 2 – Evaluation Criteria Proposals will be evaluated under Quality-cum-Cost Based Selection (QCBS). The Technical Proposal carries 70 per cent weight and the Financial Proposal 30 per cent. Only proposals securing a minimum technical score of 70 out of 100 will be considered technically qualified and have their Financial Proposals opened. Criteria Marks Technical Approach and Methodology (40) Understanding of objectives of the study, and the hill/ Himalayan context 10 Assessment methodology, indicators and sampling framework across the 92 interventions/IHR 20 Work plan and quality assurance approach 10 Firm/ Consultant Experience (40) Years of relevant experience in evaluation and impact studies 10 Similar third-party assessments in SWM/ Sanitation/ Urban programmes 15 Experience in hill/ Himalayan field operations 15 Key Personnel Team lead – Qualifications and relevant assignments 10 Thematic experts – SWM, sanitation, environment, social/behaviour-change 10 Total Technical Score 100 Annex B – Checklist and Proposal Submission Forms The bidder has to ensure that the physical copy of her/his proposal is page numbered. After scanning the page numbered physical copy, the soft copy of the Technical and Financial Proposal is e-mailed at [contact details removed]. The physical copy of the Technical and Financial Proposal is properly bound. The main envelope of physical copy of the proposal to be submitted at the NIUA Office shall comprise the following: o Inner Envelope with the Technical Proposal o Inner Envelope with the Financial Proposal The original and all the copies of the Technical Proposal and Financial Proposal; shall be placed inside a sealed envelope clearly marked “TECHNICAL PROPOSAL” and Financial Proposal, “[Name of the Assignment]”, [reference number], [name and address of the Consultant], and with a warning “DO NOT OPEN UNTIL [INSERT THE DATE AND THE TIME OF THE TECHNICAL SUBMISSION DEADLINE].” The contact details of the Technical Expert like name, address, mobile number and e-mail ID should be clearly mentioned on each envelope.
