The U.S. Army Corps of Engineers (USACE), Fort Worth District, on behalf of the Department of the Air Force (DAF), is issuing this solicitation announcement to identify a Design-Build (DB) team for a new Multi-Domain Cyber & Intel Operations Center (MDCIOC) at Joint Base San Antonio (JBSA), Lackland AFB, Texas. The proposed project involves the design and construction of an approximately 600,000-square-foot, multi-story facility to consolidate the 16th Air Force's Information Warfare workforce. The new center will be a state-of-the-art, 24/7 facility designed to the highest security and technical standards, including ICD 705. The project will house over 3,000 personnel and support global cyberspace operations, intelligence, surveillance, and reconnaissance (ISR). The project delivery model will be a Progressive Design-Build (PDB) executed through an Other Transaction (OT) Agreement. The acquisition will be conducted in two phases:

  • Phase 1: Design and Pre-Construction Services: The selected DB team will collaborate with the Government to advance the design and refine project requirements.
  • Phase 2: Full Design and Construction: Upon successful negotiation of a fair and reasonable price, the OT may be modified to include the final design and construction.

The Government will use a two-step, qualifications-based selection process:

  • White Paper Submission & Evaluation.
  • Pitch Meetings (by invitation only).

Request for White Papers:

Interested parties are invited to submit a White Paper in accordance with this announcement and its attachments. The White Paper is the only submission required at this time and must address all requirements outlined in Attachment 1 of the solicitation to be considered. Submissions should demonstrate the respondent's qualifications, project understanding, and relevant experience.

  • Questions Due Date: All questions must be submitted via the ProjNet Bidder Inquiry System by September 18, 2026, in accordance with the instructions in the solicitation.
  • White Paper Due Date: White Papers must be submitted via email to the Solicitation POCs no later than 2:00 PM CT on September 25, 2026.
