MidCoast Council Green Waste Processing Tender Waste Services

MidCoast Council is seeking an experienced contractor to provide as-required on-site shredding, grinding, screening and processing of Garden and Green Waste Organics at the following Waste Management Centres:

- Tuncurry, Midge Orchid Road, Darawank

- Tea Gardens, Transfer Close, Tea Gardens

- Gloucester, 385 Thunderbolts Way, Gloucester

- Bulahdelah, Recovery Road, Bulahdelah

- Stroud, Simmsville Road, Stroud

The Contractor will process accumulated green waste into the Product Grades specified in the tender documents and form separate, safe and surveyable stockpiles or windrows. Council, or its appointed survey provider, will measure accepted processed material using drone surveying and Council’s Propeller platform.

Pricing will be based on an all-inclusive rate per accepted surveyed cubic metre for each Facility and Product Grade.

The proposed Contract term is two years, with three optional one-year extensions exercisable solely by Council. Services require attendance at Council facilities and cannot be provided remotely.

Background information / Compatibility requirements

Council receives Garden and Green Waste Organics from residents and other authorised customers at five Waste Management Centres. Historical quantities are provided in the tender information attachment to assist tenderers with capacity and pricing assessments. These quantities are indicative only and do not guarantee future tonnage, processed volume, product mix, service frequency or expenditure.

Tenderers must have suitable mobile shredding or grinding, screening, loading, water and fire-control equipment, appropriately trained personnel and sufficient backup capacity to service geographically dispersed public waste facilities.

The Contractor must be capable of:

- processing material into the specified Product Grades;

- forming stable stockpiles or windrows with clear toe lines, complete surface visibility and adequate separation for drone surveying;

- operating safely within active public waste facilities;

- controlling traffic, dust, noise, litter, fire, drainage and environmental risks;

- identifying and managing contamination, including unexpected asbestos-containing material;

- protecting facility infrastructure and Environment Protection Licence compliance; and

- cleaning and handing back each work area in a safe condition.

All services must comply with applicable NSW legislation, regulatory requirements, resource recovery requirements, facility licences and approvals, Council procedures and the Contract.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Council is seeking a safe, reliable and environmentally compliant service that produces consistent, recoverable green waste products and maintains uninterrupted operation of its Waste Management Centres.

Key service requirements and desired outcomes include:

- responding to a Standard Service Request within 48 hours and commencing processing on site within three weeks;

- responding to an Urgent Service Request within 24 hours and commencing processing on site within two weeks;

- providing sufficient personnel, plant and contingency arrangements to meet agreed processing programs;

- maximising resource recovery while minimising contamination, rejects and residual material;

- producing material that complies with the specified Product Grades and applicable resource recovery requirements;

- maintaining effective fire prevention, dust suppression, traffic management and environmental controls;

- forming each completed Product Stockpile in a geometry suitable for Council’s drone and Propeller survey process;

- preserving completed stockpiles until Council has completed its survey and issued the relevant release;

- providing accurate processing, quality, safety and environmental records;

- leaving processing pads, access roads, drains and surrounding infrastructure clean, safe and free from hazards; and

- completing Council’s handover requirements before demobilisation.

Payment will be based only on the accepted drone-surveyed cubic metres of conforming Product Stockpiles. No payment will be made for contaminants, rejects, oversize material, non-conforming Product, duplicated volume or material requiring reprocessing.

The Contract is intended to support safe facility operations, consistent service delivery, transparent payment measurement and the beneficial recovery of Garden and Green Waste Organics.
