Mid-Coast Council Scrap Metal Tender Waste Services

MidCoast Council is seeking an experienced scrap metal recycling contractor for a five-year contract to purchase, collect, transport, sort, process and lawfully recycle or sell ferrous and non-ferrous scrap metal and used lead-acid batteries.

The services also include compliant on-site refrigerant recovery and degassing of refrigerators, freezers and air-conditioning equipment before collection as scrap.

Collections will be undertaken from Council’s Waste Management Facilities at Taree, Tuncurry, Gloucester, Stroud, Bulahdelah and Tea Gardens. Standard collection requests must commence within three weeks, while a limited number of urgent requests must commence within one week.

The Contractor will pay Council an agreed fixed percentage of the applicable published market benchmark for each material category.

Background information / Compatibility requirements

Council’s six Waste Management Facilities collectively recorded approximately 15,135 tonnes of scrap metal between July 2021 and June 2026. Historical quantities are provided for information only and do not represent guaranteed future volumes, collection frequencies or material composition.

The successful Contractor must have suitable vehicles, loading equipment, trained personnel, weighbridge arrangements and access to appropriately licensed processing and recycling facilities. The Contractor must also have access to appropriately licensed refrigerant technicians and lawful arrangements for transporting and processing used lead-acid batteries.

Services must comply with each facility’s Environment Protection Licence, the Protection of the Environment Operations Act 1997 and applicable regulations, dangerous-goods requirements, refrigerant legislation and all other relevant NSW and Commonwealth laws.

Pricing is based on fixed Revenue Share percentages applied to the published market benchmarks specified in the tender documents.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Council is seeking a safe, reliable and transparent service that maximises the return to Council while supporting lawful resource recovery.

Key outcomes and service requirements include:

- timely collection within the specified standard and urgent response periods;

- safe loading and removal using appropriate barriers, signage and traffic controls;

- compliant refrigerant recovery before affected appliances are collected;

- lawful transport, processing and recycling of all material;

- complete cleaning and sweeping of the stockpile pad after each collection;

- accurate weighing, classification and benchmark-based payment reconciliation; and

- a detailed collection report within one week after the final load leaves the facility, including vehicle registrations, dates, times, weights, material categories and processing destinations.

The contract will support safe public access, environmental compliance, improved resource recovery, transparent Council revenue and consistent operation of Council’s Waste Management Facilities.
