REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – INDIVIDUAL)

1.0 Background The Government of Nepal (GoN) has received financing from the World Bank toward the preparation and implementation of the Kathmandu Valley Water Security Improvement Project (KV WaSIP) – Sisneri Water Supply Project and intends to apply part of the proceeds for consulting services. The consulting services include providing technical, procurement, financial management, environmental and social, contract management, and other professional support required for effective implementation of the Project through the Project Management Unit (PMU) The Kathmandu Valley Water Supply Management Board (KVWSMB) now invites eligible Individual Consultants to indicate their interest in providing the above consulting services. Interested Consultants shall provide a detailed Curriculum Vitae (CV) demonstrating that they possess the required educational qualifications, professional experience, and technical competence to perform the services. The shortlisting criteria for each assignment are specified in the respective Terms of Reference (TOR), which may be obtained from the address or website indicated below The Kathmandu Valley Water Supply Management Board (KVWSMB) intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring Senior Dam Specialist and requests applications from suitably qualified and interested candidates to fill the position.

2. The Objectives of the Assignment

As a team member of the Project Management Unit (PMU), Senior Dam Specialist shall provide senior-level technical leadership, independent review, and quality assurance for the feasibility confirmation, detailed design, and implementation readiness of KV WaSIP – Sisneri Water Supply Project, with a focus on ensuring that the proposed dam, reservoir, intake, source augmentation works, and associated bulk water supply infrastructure are technically sound, safe, climate-resilient, operable, constructible, and fit for long-term service.

3. Duties and Responsibilities

The duties of the Specialist is mentioned in the Terms of Reference in detail.

4. Qualifications and Experience

All applications will be evaluated against the assignment’s required qualifications below. Candidates who comply with the qualifications will be scored according to predefined criteria. A minimum of three candidates will be shortlisted and interviewed. The candidate with the highest score will be invited to negotiate a contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and interpersonal skills. The Senior Dam Specialist shall possess strong academic qualifications and demonstrated professional experience relevant to dam engineering, bulk water supply systems, and multidisciplinary technical review of major water infrastructure projects. The expert should have proven capability to provide strategic technical leadership, assess the adequacy of feasibility studies and detailed designs, review engineering assumptions and system interfaces, and advise on dam safety, implementation readiness, operational reliability, and long-term asset performance across the full bulk water supply chain. Qualifications and Relevant Experience Education: The expert shall hold at least a bachelor’s degree in civil engineering, water resources engineering, hydraulic engineering, structural engineering, or a related discipline. A master’s degree in dam engineering, water resources, hydraulic structures, geotechnical engineering, structural engineering, or a closely related field is required, and a PhD will be considered an added advantage.

Work Experience:

At least 15 years of relevant professional experience in dam engineering, bulk water supply infrastructure, feasibility and detailed design review, and implementation support for major water resources or water supply projects. Substantial experience in planning, design review, or technical supervision of large dams and associated infrastructure, including reservoirs, intakes, spillways, outlet works, and diversion arrangements.

Proven ability to review multidisciplinary engineering studies and technical outputs, with sound knowledge of dam safety principles, reservoir operation, flood handling, instrumentation, emergency preparedness, and risk-informed design and operational review. Interpersonal Skills Strong analytical, report writing, and communication skills, and shall be able to communicate clearly and effectively in spoken and written English.

5. Evaluation and Selection Method

The Senior Dam Specialist will be hired by the PMU using the Open Competitive Selection of Individual Consultants method following “ World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services ” (July 2016) Seventh Edition 2025. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations”.

6. Duration of the Assignment

The Senior Dam Specialist is expected to provide support to the project team for an expected input of 144 person days during the 17 months grant implementation period on an intermittent basis. The consultant and the client shall plan the inputs of the specialist based on the project schedule and report deliverables of the Design Consultant to be selected.

7. Remuneration

A market-based salary package commensurate with the candidate's experience and qualifications will be offered.

8. Reporting

The Senior Dam Specialist will report directly to the Project Director, PMU.

9. Location

The consultant will be based at the PMU office and may be required
