24/08/2026 This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 30/07/2025. The MINISTRY OF WATER has received a Credit from the World Bank toward the cost of SUSTAINABLE RURAL WATER SUPPLY AND SANITATION PROGRAM

PHASE II, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Services for Preparation of Risk Based Dam Inventory and Development of National Dam Information Management System (DIMS). The MINISTRY OF WATER now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 365. Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting a consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in the section of qualification and

evaluation criteria

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition, November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Interested eligible consultants may obtain further information through the National e-Procurement system (NeST) Expressions of Interest (EoI) must be delivered through NeST before the deadline indicated on NeST.

Experience

Specific Experience In addition to general experience, the firm (or consortium) must have at least 10 years of experience doing work of similar size and complexity. This must prove they have the technical skills to handle the project.

The firm must show 10 years of experience in each of these six areas: 1. National / Regional Dam Inventory - Collecting field data and mapping dams using GIS. - Inspecting embankments, spillways, outlets, and instruments. - Recording dam types, use, owners, condition, and water/tailings storage. • 2. Risk-Based Dam Safety Assessment - Classifying hazards (Low to Very High) and analyzing consequences. - Creating risk models (quantitative and semi-quantitative). - Developing national risk frameworks and assessment manuals. • 3. Dam Information Management System (DIMS) Development - Building secure databases and GIS-integrated platforms. - Creating analytics dashboards and automated risk alerts.

- Designing decision-support tools for regulators. • 4. Online Permitting & Registration Portal - Automating digital permit workflows and building registries. - Setting up multi-level user management and compliance tracking. - Added advantage: Integrating with e-Government and basin management systems. • 5. GIS & Geospatial Database Systems - Designing GIS databases and web-based GIS platforms. - Combining GIS with dam safety and inventory data. - Using spatial analysis to help

regulators make decisions. • 6. Capacity Building & Institutional Strengthening - Running train-the-trainer programs and software demos. - Writing user manuals and technical documents. - Ensuring long-term system use and teaching government regulators.
