Gegenstand dieser Ausschreibung ist die Weiterentwicklung der bestehenden Open-Source-Low-Code-Plattform Limbas zu einer offenen, intuitiven Entwicklungsumgebung für die hessische Verwaltung (OSLOCO-Hessen). Die Lösung soll speziell auf Verwaltungsprozesse zugeschnitten sein, intuitive grafische Werkzeuge bieten, barrierearme Schulungs- und Unterstützungsangebote bereitstellen sowie Datenschutz und Datensouveränität der Verwaltungen vollständig wahren.

Lots Lot 1 — OSLOCO Hessen: Gegenstand dieser Ausschreibung ist die Weiterentwicklung der bestehenden Open-Source-Low-Code-Plattform Limbas zu einer offenen, intuitiven Entwicklungsumgebung für die hessische Verwaltung (OSLOCO-Hessen). Die Lösung soll speziell auf Verwaltungsprozesse zugeschnitten sein, intuitive grafische Werkzeuge bieten, barrierearme Schulungs- und Unterstützungsangebote bereitstellen sowie Datenschutz und Datensouveränität der Verwaltungen vollständig wahren. Die Leistung umfasst gemäß der Leistungsbeschreibung neun Arbeitspakete: (i) Projektmanagement & Organisation, (ii) Fachliche Anforderungserhebung für die Musteranwendungen, (iii) Technisches Setup und Entwicklungs-/Testumgebung auf der Deutschlandplattform, (iv) Weiterentwicklung LIMBAS zu OSLOCO-Hessen (inkl. Model Driven Design, Prozessautomation/Integration, KI-gestützte Entwicklung), (v) Datenschutz & IT-Sicherheit, (vi) Modulares Schulungskonzept und Pilotierung der Trainingsformate, (vii) Erstellung von zehn Musteranwendungen, (viii) Qualitätssicherung, Evaluation und Abschlussveranstaltung sowie (ix) Technischer Transfer und Nachnutzung.
