Leistungsgegenstand der Ausschreibung eines Rahmenvertrags für die Strategieberatung öffentlicher Auftraggeber mit integrierter Umsetzungskompetenz: Die Bedarfsträger sollen sowohl bei der Entwicklung strategischer Zielbilder als auch bei deren Überführung in konkrete, umsetzungsfähige Maßnahmen unterstützt werden.
Lots Lot 1 — Strategieberatung: Gegenstand des Rahmenvertrags ist die Strategieberatung öffentlicher Auftraggeber mit integrierter Umsetzungskompetenz: Die Bedarfsträger sollen sowohl bei der Entwicklung strategischer Zielbilder als auch bei deren Überführung in konkrete, umsetzungsfähige Maßnahmen unterstützt werden. Der Rahmenvertrag sieht dafür bewusst keine getrennten Lose vor. Da Umsetzungskompetenz hier integraler Bestandteil jeder Beratungsleistung ist und nicht nachgelagert von einem zweiten Anbieter erbracht werden soll, wird die gesamte Leistung aus einer Hand beschafft. Das vermeidet die Schnittstellenproblematik zwischen "Strategie" und "Umsetzung" und hält das Verfahren schlank. Der Rahmenvertrag wird mit einem einzigen Auftragnehmer geschlossen (Einzelvertragsmodell, kein Mehr-Partner-Modell). Die Beauftragung im Einzelfall erfolgt über direkte Einzelabrufe der Bedarfsträger auf Basis der im Rahmenvertrag festgelegten Konditionen.
