The Strengthening Public Finances and Financial Markets II Project (FFM II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the Government of Iraq in advancing key reform priorities in public finance, financial integrity, and financial sector development. The Project aims to improve revenue mobilisation, strengthen budgetary and oversight functions, enhance AML/CFT capacities, and contribute to a more resilient and inclusive banking sector in both Federal Iraq (FI) and the Kurdistan Region of Iraq (KRI). In doing so, FFM II helps reduce vulnerabilities to money laundering, terrorist financing, and other forms of Illicit Financial Flows (IFF). The objective of this consultancy is to support GIZ and its Iraqi partners - in particular the Financial Intelligence Unit (FIU), the Central Bank of Iraq (CBI), the Ministry of Finance and the Federal and Kurdistan Integrity Commissions - in implementing reform measures that strengthen Iraq's resilience against Illicit Financial Flows (IFFs) and improve compliance with international standards on Anti-Money Laundering, Countering the Financing of Terrorism and Countering the Financing of Proliferation (AML/CFT/CPF). This includes expert support for the implementation of Iraq's FATF Action Plan and the follow-up to the MENAFATF Mutual Evaluation Report (MER).

Lots Lot 1 — 10020998 - Strengthening Public Finance and Financial Markets - Iraq: The contractor will deliver four work packages: Work Package 1 - Legal and Regulatory Framework for IFF Prevention: Review of existing laws and regulations against FATF standards; drafting of at least four legislative or regulatory reform proposals; facilitation of national consultation workshops in Federal Iraq and the KRI; support to formal submission and adoption processes; development of compliance manuals, supervisory guidance and training material. Work Package 2 - Capacity Building for Public and Private Sector Institutions: Design and delivery of a minimum of four one-week training modules and annual training programmes (2026-2028) in Federal Iraq and the KRI; training of at least 160 participants from public and private sector institutions, of whom at least 40 per cent women; pre- and post-training assessments and certification of participants. Work Package 3 - Adaptation of Regulatory Frameworks for Digital Financial Services (DFS), Virtual Asset Service Providers (VASPs), and Money Exchange Dealers (MXDs) in Federal Iraq and the Kurdistan Region of Iraq (KRI): Gap analysis of existing legal, regulatory and supervisory frameworks; recommendations for alignment with FATF standards; risk-based prioritisation of Ddigital Financial Services (DFS), Money Exchange Dealers (MXDs) and Virtual Asset Service Providers (VASPs) oversight and in alignment with international best practices and FATF recommendations; knowledge transfer through workshops, technical training and advisory support. Work Package 4 - Technical Support to Integrity and Anti-Corruption Bodies: Expert advisory services to the Federal Commission of Integrity and the KRI Integrity Commission(s); development of a regional practical guide on parallel financial investigations in corruption cases; capacity development sessions and ongoing coaching.
