Details

Gegenstand dieses Verfahrens ist die Vergabe von Sicherheitsdienstleistungen in Zentralen Unterbringungseinrichtungen (ZUE) und Erstaufnahmeeinrichtungen (EAE) für Flüchtlinge des Landes NRW (Staffel 10.3). Die Bezirksregierung Arnsberg leitet dieses Verfahren für die beteiligten Bezirksregierungen des Landes NRW. Vertragspartner des Auftragnehmers wird das Land NRW, vertreten durch die jeweilige Bezirksregierung. Der zu vergebende Auftrag umfasst Leistungen aus dem Bereich Sicherheit. Für jede Einrichtung wird jeweils ein Bieter / eine Bietergemeinschaft mit der Durchführung der Dienstleitung beauftragt. Zusätzlich rücken das zweit- und drittplatzierte Unternehmen jeweils in eine Warteposition. Sollte der Vertrag mit dem erstplatzierten Unternehmen während der Grundlaufzeit vorzeitig beendet werden (z. B. aufgrund von Insolvenz oder außerordentlicher Kündigung), kann die jeweils zuständige Bezirksregierung alternativ zur Durchführung eines Vergabeverfahrens zunächst das zweit- und anschließend das drittplatzierte Unternehmen fragen, ob dieses zu den angebotenen Vertragskonditionen die Leistungen übernehmen würde. Der Auftraggeber ist nicht verpflichtet, von diesem Mechanismus Gebrauch zu machen. Entscheidet sich der Auftraggeber hiergegen, so unterrichtet er den Zweit- und Drittplatzierten hierüber.
