Die heutige Zentrale Notaufnahme ist an der Auslastungsgrenze. Die Umgestaltung der Prozesse erfordert Sanierungsmaßnahmen und Anbauten. Die ITS befindet sich räumlich über der ZNA und wird ebenfalls erweitert. Die Maßnahme wird öffentlich gefördert, die Umsetzung muss im laufenden Betrieb erfolgen. Die Aufteilung in mehrere Bauabschnitte zur Gewährleistung der Betriebsfähigkeit ist möglicherweise erforderlich. Die Baustellenlogistik muss unter Beachtung von engsten Randbedingungen organisiert werden. Gegenstand der Beschaffung sind die Leistungen der Fachplanung Technische Ausrüstung (TA) der Leistungsphase 4 - der HOAI. Zusätzlich sind Leistungen aus der Leistungsphase 3 - HOAI zu ergänzen (siehe Leistungsbeschreibung). Ausgenommen sind die Medizin- oder labortechnische Anlagen. Die Beauftragung erfolgt vorbehaltlich der erwarteten Freigabe der Fördermittel und Erteilung der Baugenehmigung. Die Beauftragung erfolgt stufenweise analog zu den Leistungsphasen der HOAI mit der Absicht alle Leistungen zu beauftragen. Der Anspruch auf Weiterbeauftragung besteht nicht.
