The transition to a Circular Economy (CE) presents a strategic opportunity for Philippine Local Government Units (LGUs) to enhance resource efficiency, reduce waste, strengthen climate resilience, and promote sustainable local economic development. As national and local governments increasingly pursue sustainable consumption, production, and climate-resilient growth pathways, there is a growing need for innovative financing mechanisms that can support the implementation and scaling of circular economy initiatives. However, many LGUs continue to face challenges in mobilizing investments due to limited financing readiness, insufficient project preparation, fragmented investment opportunities, and a lack of suitable financing instruments for circular economy projects. To address these challenges, this assignment seeks to support selected LGUs in designing and operationalizing Circular Economy Financing Strategies and Investment Mechanisms that will enable the mobilization of public, private, and development financing for high-impact circular economy initiatives. The engagement aims to strengthen the enabling environment for circular economy financing by supporting investment planning, project development, financial structuring, investor engagement, and institutional capacity building at the local level. The assignment will focus on selected cities and inter-local cooperation areas, supporting LGUs in transforming circular economy opportunities into investment-ready projects capable of attracting funding and generating measurable environmental, social, and economic benefits. Through a structured and participatory approach, the assignment will strengthen the capacity of LGUs to integrate circular economy priorities into local development planning, budgeting, and investment programs while fostering partnerships with financial institutions, investors, development organizations, and private sector stakeholders.

Scope of Work

The scope of the assignment covers the development, operationalization, and institutionalization of Circular Economy Financing Strategies and Investment Mechanisms for selected LGUs. Building on existing circular economy assessments and local development priorities, the project will support LGUs in translating strategic objectives into practical financing solutions and investment opportunities. The engagement will encompass the following key components:

1. Development of Circular Economy Financing Strategies

Review and validate existing circular economy assessments and financing analyses. Develop city-specific Circular Economy Financing Strategies and implementation roadmaps. Identify policy, regulatory, procurement, and financing enablers that support CE investments. Facilitate stakeholder consultations and validation workshops to align priorities and secure institutional commitment. Establish implementation plans and financing pathways tailored to the needs and opportunities of each LGU.

2. Operationalization of Financing Strategies

Develop operational frameworks, guidelines, and implementation mechanisms for CE financing. Support the integration of circular economy priorities into local investment plans, annual budgets, and development programs. Assist LGUs in adopting CE-aligned planning and budgeting approaches. Explore the establishment of dedicated financing mechanisms and funding windows for circular economy initiatives. Conduct capacity-building activities for LGU personnel on CE financing, investment planning, and resource mobilization.

3. Development of Investment Pipelines and Market Opportunities

Identify and prioritize circular economy investment opportunities within participating LGUs. Prepare investment profiles, concept notes, and project documentation for strategic CE initiatives. Conduct market assessments and investor mapping exercises. Identify opportunities for project aggregation and portfolio development across multiple LGUs. Prepare market-facing investment briefs and promotional materials to enhance investor engagement.

4. Design and Testing of Innovative Financing Instruments

Assess the suitability of various financing mechanisms for circular economy investments. Support the design and structuring of financing instruments such as public-private partnerships, green and circular economy bonds, blended finance facilities, guarantees, and other innovative financing solutions. Provide technical assistance in financial modeling, project structuring, investment analysis, and market preparation. Facilitate testing and validation of financing approaches with relevant stakeholders. Develop bankable projects and investment portfolios for potential financing and implementation.

5. Investor Engagement and Resource Mobilization

Facilitate engagement between LGUs, investors, financial institutions, development partners, and private sector stakeholders. Organize investment forums, consultation sessions, and business matching activities. Support the presentation of investment opportunities to potential financiers. Promote collaboration and knowledge sharing among LGUs and key financing partners.

6. Institutionalization and Sustainability

Develop monitoring, evaluation, and reporting frameworks for CE financing initiatives. Support the integration of financing strategies into long-term LGU governance, planning, and budgeting systems. Strengthen institutional arrangements and coordination mechanisms necessary for sustaining CE financing initiatives. Provide recommendations on governance structures and implementation arrangements to ensure long-term impact and scalability.

Expected Outputs The assignment is expected to produce the following key outputs: Circular Economy Financing Strategies and implementation roadmaps for participating LGUs; Operational frameworks and financing guidelines; Investment-ready project pipelines and investment profiles; Market access assessments and investor mapping studies; Innovative financing instruments and financing strategies; Bankable circular economy projects and investment portfolios; Investor engagement and financing mobilization activities; Capacity-building programs and knowledge products; and Monitoring, evaluation, governance, and institutionalization frameworks to support the long-term implementation of CE financing initiatives.
