The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. The National ID Program (NIDP), the ultimate project implementer, intends to apply part of the proceeds for selecting an individual consultant. The National ID Program is looking for a Finance Officer (Accountant) to support the Program Management Unit (PMU) in the financial management and accounting of the Project. The position will support the PMU in ensuring that project funds are used for their intended purposes with due attention to economy, efficiency, effectiveness, transparency, and accountability, and in compliance with Government of Ethiopia requirements, the Financing Agreement, Project Implementation Manual (PIM), and World Bank financial management and disbursement requirements. Key Responsibilities Execute the overall financial management activities for the Project consistent with applicable agreements, manuals, and project documents. Work closely with the Financial Management Specialist on budgeting, accounting, internal controls, fund flows, financial reporting, and audit matters. Support annual planning and budgeting and the process of incorporating the project budget into the Government budget. Maintain budget discipline and report budget variances and the reasons for such variances to the Financial Management Specialist. Support the preparation and submission of budgets and ensure that relevant development-partner requirements are appropriately captured. Implement and maintain adequate financial management systems and procedures and ensure that books of accounts and accounting records are complete, current, and properly documented. Support periodic financial reporting for development partners and the Government in accordance with applicable reporting requirements and formats. Prepare quarterly Interim Financial Reports (IFRs) and annual project financial statements in accordance with World Bank and Government requirements and ensure timely submission. Participate in mitigating financial risks and implement applicable development-partner disbursement procedures in accordance with the financing agreements and requirements. Collect bank advice and bank statements and prepare timely bank reconciliations. Support preparation and submission of Withdrawal Applications, monitor Designated Account balances, and reconcile project expenditures with Client Connection records and disbursement reports. Apply internal controls for petty cash and bank management and participate in safeguarding project assets, fixed assets, and inventories. Process monthly employee salary payments and support management of income tax and pension contributions. Ensure timely settlement of advances, prepayments, and payables and timely reporting to tax authorities and other relevant government organizations. Verify the completeness, accuracy, and adequacy of supporting documents before processing payments and ensure compliance with applicable procedures, financing agreements, and project manuals. Support internal and external audits, ensure documents are available to auditors, and coordinate implementation of audit recommendations through an appropriate tracking mechanism. Carry out other related duties as assigned by NIDP/PMU.
Minimum Qualifications and Experience Minimum of a Bachelor’s Degree in Finance, Accounting, or a related field; a Master’s Degree is preferred. At least four (4) years of relevant professional experience for Bachelor’s Degree holders, or at least two (2) years for Master’s Degree holders, with progressively responsible experience in a major company, government institution, or non-government organization. At least three (3) years of prior experience in implementing projects/programs or in project financial management. Relevant experience in Government of Ethiopia or donor-financed projects is required; experience in a World Bank-financed project is an advantage. Ability to use accounting and financial management software, including IFMIS, Peachtree/accounting software, spreadsheets, and databases. Knowledge and practical experience with World Bank financial management, disbursement, reporting, and Client Connection procedures is an advantage. Excellent communication and reporting skills, including the ability to present financial information and analysis to management. Fluency in English and Amharic. High level of personal integrity and a transparent, systematic, and accountable working style. Ability to work under pressure, meet deadlines, and undertake additional assignments as required by NIDP/PMU.
Duration and Location The consultant will be engaged on a full-time basis for an initial period of twelve (12) months, with the possibility of extension subject to satisfactory performance and availability of budget. The position will be based in Addis Ababa. Selection Method The selection method is based on paragraphs 7.36 and 7.37 of the World Bank’s Procurement Regulations. The attention of interested individuals is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016, as revised, including February 2025, setting forth the World Bank’s policy on conflict of interest.
