De scope van de opdracht is opgesplitst in twee percelen die in de praktijk als één keten functioneren ter voorbereiding en uitvoering van de ZHB-campagnes: Perceel 1 (Media-advies en inkoop): Dit omvat het strategisch media-advies, de inkoop en inplanning van (betaalde) media (zoals social, display, DOOH en radio), datagedreven (geo)targeting, en de continue monitoring en rapportage van de resultaten. Ook snelle, ad-hoc media-inzet bij actuele hinder valt hieronder. Perceel 2 (Communicatieadvies en vormgeving): Dit omvat de doorontwikkeling van de bestaande campagnelijn 'Vaststaan of meebewegen. Wat doe jij?' en het ontwerpen, opmaken en drukklaar of publicatieklaar produceren van alle online en offline campagnemiddelen. Daarnaast hoort hier het ontwikkelen van toolkits voor partnerorganisaties en drukwerkbegeleiding bij. De opdrachtnemers moeten direct na gunning operationeel zijn, aangezien de eerste gebiedscampagne al aan het einde van het eerste kwartaal van 2027 live gaat.
