The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Climate Resilient Irrigation for Sustainable Production (CRISP) Project. The implementing agency, the Ministry of Irrigation and Lowlands, intends to apply part of the proceeds for the consulting service. The consulting service (‘the service’) includes conducting the feasibility study, detailed design, tender document preparation, construction supervision, & contract administration for the Gidabo Left Bank New Irrigation Development project, an area of 5,000ha for the Feasibility Study and 1,000ha for the Detailed Design.
The Objective of the Assignment: The objectives of this consultancy service shall include the following major categories, but not limited to:
Conduct Feasibility Study Prepare detail design Prepare tender Document Provide Contract Administration and Construction Supervision for the Gidabo Left Bank Irrigation Scheme.
Scope of the service: The scope of the consultancy services comprises, but is not limited to:
Several basin-wide and scheme-specific studies have been conducted for the Rift Valley basin and Gidabo- left bank, as well as the bigger Gidabo (including Gidabo right bank). The consultant will make use of this information/data from all available sources through desk-work, combined with the initial two days of field visits and beneficiary consultation meetings at the Gidabo irrigation scheme, which will serve as a base to prepare the Inception Report. Conduct feasibilitylevel field surveys, investigations, and explorations for 5,000 ha of the Gidabo irrigation scheme on the Oromia side. This area comprises new, previously undeveloped (virgin) land that requires pumping due to elevation differences. It is located on the left bank of the already-constructed, concrete-lined main canal, which will also be investigated by the consultant. Carry out technical, economic/financial, social, and environmental analysis, among others, to come up with clear recommendations for the optimal crop and irrigation and drainage technology options selection and prepare a complete set of feasibility report to irrigate 5,000 ha. Once MILLs validate the feasibility study report, see Section 7 schedule of reporting, undertake detailed design level surveys and technical investigations (as detailed in Section 7) for 1,000ha with a focus on the feasibility level selected irrigation and drainage technology option. This includes determining optimal pump intake location and investigating improvement needs (including safety) of the main canal upstream of the intake. Given that the development of a number of irrigation schemes benefiting from the same dam and main canal is planned or progressing, the assignment includes assessing their implication and ensuring water availability in all circumstances. Prepare detailed design, engineering drawings, and bid document to irrigate 1,000ha as well as the improvements needed along the above-mentioned main canal. This includes specifying pump capacities and power requirements, optimal energy source, as well as specifying/quantifying irrigation equipment, locating sources of construction materials, proposing construction/installation method, and preparing engineering cost estimates (including O&M costs). Undertake contract management and construction supervision of 1,000ha modernized irrigation and drainage infrastructures, as well as drafting the operation and maintenance manual during the detailed design stage (to be finalized at the end of supervision to include, among others, the as-built drawings). Assess the institutional and O&M capacity of Oromia Irrigation and Pastoralist Development Bureau (OIPDB) and the water user groups, recommend the capacity building needs, and provide them with the required support to effectively and efficiently undertake their respective O&M roles. In case a pressurized water application is to be recommended, the consultant is required to prepare the Terms of Reference (based on its feasibility level draft design) for the competent company to design, build/install, and operate for two years while building the operational capacity of OIPDB and the water users’ groups.
Service Duration; The total duration of the service is 9 months (270 calendar days) for the feasibility study and detailed design and tender documents, and 18 months (540 calendar days) for Construction supervision and Contract Administration. The Ministry of Irrigation and Lowlands now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Core business and years in business, qualifications and experience in the field of assignment, organizational, managerial and technical capabilities of the firm.
