Predmet nabave je pružanje javnih govornih, mješovitih i podatkovnih usluga te dopunske i pomoćne usluge u pokretnoj elektroničkoj komunikacijskoj mreži, u tuzemstvu i inozemstvu (roaming), zajedno s isporukom uređaja i elektroničkih kartica (SIM kartice) za korištenje tih usluga.
