Details

The Inter-American Development Bank (IDB), in coordination with the Office of Planning and Budget (OPP), the 19 Departmental Governments of Uruguay and national authorities, is calling on consulting firms to submit proposals to design and develop the second generation of the Departmental Road Plans (PVD) and the National Rural Departmental Road Plan for the decade 2027–2036.

1. Objectives and technical scope

Strategic update and diagnosis: Evaluate the implementation of the first generation of road plans and update the diagnosis of the departmental rural network, linking the state of the road and service levels with the logistics and transport costs of the country's main production chains.

Technical Policy and Economic Evaluation: Establish criteria to define technical solution families according to traffic, loads, soil support, drainage, and climate vulnerability. Perform aggregated and reproducible economic assessments (using HDM-4 or other tools) to calculate life-cycle costs, benefits, and decision thresholds.

Investment and cross-cutting portfolios: Formulate flexible strategic portfolios for investment, pre-investment and maintenance at the departmental and national levels, incorporating cross-cutting approaches to climate resilience, road safety, accessibility, inclusion and digitalisation.

2. Governance, fiscal strategy and institutionality

Articulated institutional arrangement: Propose a mechanism for the selection, prioritization and approval of interventions that formally integrates the Ministry of Economy and Finance (MEF), the OPP, the Departmental Governments and the Sectoral Commission on Decentralization, ensuring a national logistical vision.

Fiscal and financing strategy: Design a medium-term strategy connected to the national and subnational budget cycles, which serves as an input to define the components, indicators, and priorities of the IDB's next financing operations (CCLIP).

Information and follow-up system: Define a permanent system of information, monitoring, supervision and updating for the management of the integral cycle of road projects.

3. Expected results and outputs

Output 1 — Work plan: Operational document with the final schedule, risk matrix, institutional engagement strategy and methodological approaches for the review and development of the study components.

Output 2 — Diagnosis, evaluation and intermediate results: Evaluation of the first generation of developing countries, updated national and departmental diagnosis, preliminary version of the methodology tested in a pilot, progress of the fiscal strategy and preliminary validation of the project portfolio.

Output 3 — Final outputs (PVDs and PNRC 2027–2036): Final consolidation of the 19 Departmental Road Plans, the National Plan 2027–2036, the final prioritization methodology, economic evaluations, institutional arrangement, and all geospatial archives (GIS) and replicable databases.
