The Inter-American Development Bank invites specialized consulting firms to submit their proposals for consulting to support the sustainability and scaling up of the processes of certification of labor competencies of rural operators.
The main objective of this consultancy is to strengthen, institutionalize and promote the sustainability and scaling up of the process of certification of competencies of operators and key actors of rural water and sanitation services in Peru. To achieve this, the selected firm must systematize the best practices of the SENCICO Lambayeque headquarters and implement a validated replica of a demonstrative module at the SENCICO Ayacucho headquarters, designing a financing and governance strategy that makes the adoption of this model feasible in the rest of the country and in the Latin American and Caribbean region.
1. Systematization and implementation of the demonstration module (Ayacucho and Lambayeque) • Systematization of Lambayeque: Thoroughly analyze the previous experience of design, construction and operation of the pilot module in Lambayeque to identify lessons learned, good practices, limitations and opportunities for improvement. • Standardized technical design: Review, adapt and validate the technical file to consolidate a standard design of a demonstration module of rural gravity drinking water systems without treatment. This design must include detailed engineering, calculation memories, specifications, metrics, budgets and schedules that facilitate its replicability. • Accompaniment and start-up in Ayacucho: Provide direct technical assistance to coordinate and supervise the implementation of the module at the SENCICO Ayacucho headquarters. This involves verifying specifications, leading hydraulic and operational testing, and making adjustments as necessary for it to formally serve as an evaluation and certification infrastructure. • Manuals and protocols: Prepare detailed methodological documentation, including manuals and specific protocols for the operation, maintenance and training of the module.
2. Capacity building in the field
• Theoretical-practical training program: Design and implement, within the framework of SENCICO's training offer, the qualification course in operation and maintenance of rural sanitation services.
• Scope of training: Train a minimum of 40 operators selected from various community organizations in the areas of influence of Lambayeque and Ayacucho.
3. Communication strategy and visibility of impact
• Digital campaign design: Produce communication pieces and dynamic audiovisual content to make visible the progress, lessons learned and impacts of the certification of competencies through digital platforms and social networks.
• Minimum dissemination deliverables: Design and deliver a graphic and multimedia package that must contain:
- 4 infographics explaining the process. - 2 promotional flyers of the calls. - 2 short promotional videos of maximum 1 minute. - 4 reels designed specifically for social networks. • Press coordination: Provide support and coordinate public dissemination actions in conjunction with the communications teams of the PNSR, SENCICO and the IDB.
4. Governance and long-term scaling strategy
• Inter-institutional coordination: Strengthen planning, coordination and coordination between SENCICO, the National Rural Sanitation Programme (PNSR) and local authorities in order to consolidate the certification system. • Administrative monitoring and systematization: Consolidate the technical, methodological and administrative information generated during the evaluations to identify enabling factors and risks of the operation. • Institutionalization strategy: Design an escalation plan that proposes technical, operational, institutional and financial guidelines. This plan should incorporate clear governance mechanisms, inter-institutional cooperation agreements, medium-term financing alternatives, and technical recommendations for integrating certification into sanitation sector policies and instruments in Peru and Latin America.
