The United Nations International Children’s Emergency Fund (UNICEF) is seeking a partner organization in Brazil to plan, coordinate, and implement activities under the Territórios Conectados project in the state of Piauí. The initiative aims to strengthen digital education and fundamental learning outcomes through a combination of public policy advocacy, education system strengthening, teacher development, technology-mediated learning, and culturally relevant educational practices. The selected partner will work closely with education secretariats, educators, students, community organizations, and local leaders, with particular attention to indigenous, quilombola, and rural communities.

About the Territórios Conectados Project

The Territórios Conectados project is coordinated by UNICEF and seeks to advance digital education and fundamental learning in Piauí. The project uses a multi-faceted approach that combines: - Advocacy for public policies. - Strengthening of education systems. - Support for fundamental learning. - Digital culture development. - Teacher and education manager training. - Technology-mediated learning experiences. - Community engagement. - Culturally relevant educational practices. The initiative emphasizes collaboration with local education authorities and community organizations to ensure that digital education approaches are inclusive and responsive to local realities. Main Objective of the Partnership The main purpose of the partnership is to plan, coordinate, and execute activities that strengthen digital education and fundamental learning across participating territories in Piauí. The selected organization will work across three interdependent fronts: - Producing knowledge to support advocacy and public policy. - Strengthening educational systems. - Supporting fundamental learning and digital culture. These three areas are intended to work together so that improvements in policy, education systems, teaching capacity, and student learning reinforce one another.

Front 1: Knowledge Production and Public Policy Advocacy

The partner organization will support the generation of evidence and knowledge that can inform public policy.

Activities may include:

- Producing knowledge related to digital education. - Supporting policy advocacy. - Developing advocacy materials. - Documenting evidence from participating schools. - Supporting dissemination of project findings. - Working with education authorities to strengthen digital education policies. The partner will also support UNICEF in advocacy and connectivity initiatives.

Front 2: Educational System Strengthening

A major component of the project is strengthening education systems and the capacity of education authorities. The selected partner is expected to coordinate with education secretariats and support the development or strengthening of digital education policies. The project aims to engage 12 education secretariats with defined digital education policies during the 12-month implementation period. System strengthening will also involve building the digital and pedagogical competencies of teachers and education managers.

Front 3: Fundamental Learning and Digital Culture

The third component focuses directly on educators and students. The project aims to use technology-mediated learning experiences to strengthen fundamental learning while developing a stronger digital culture within participating schools. The partner organization will support teachers, managers, and students through training, pedagogical resources, digital learning activities, and locally relevant approaches. Teacher and Education Manager Training The project aims to train 2,000 teachers and education managers in: - Digital competencies. - Culturally relevant pedagogy. - Technology-supported educational practices. - Approaches that support fundamental learning. The training is intended to help educators integrate digital tools and culturally relevant practices into learning environments. Student Learning Experiences The project is expected to benefit 10,000 students through technology-mediated learning experiences. These experiences are intended to support fundamental learning while increasing students’ engagement with digital culture. The partner will be responsible for helping implement activities and collecting evidence that demonstrates the project’s contribution to student learning and digital competencies. Digital Pedagogical Materials The initiative aims to develop or adapt five digital pedagogical materials. These resources should support the project’s educational objectives and can help teachers and students use technology more effectively for learning. The development or adaptation process should consider the cultural and educational context of participating communities. Advocacy and Dissemination Products The project will produce two advocacy and dissemination products. These outputs will help communicate evidence, experiences, and lessons from the project to relevant stakeholders and support broader policy advocacy around digital education and connectivity. Qualitative Impact Stories The partner is expected to document three qualitative impact stories. These stories can provide a deeper understanding of how the project affects educators, students, schools, and communities. Alongside quantitative indicators, qualitative evidence will help demonstrate the project’s educational and social impact. Engagement of Indigenous, Quilombola and Rural Organizations Community participation is an important part of the Territórios Conectados project. The partner is expected to map and involve at least 3 to 5 local indigenous, quilombola, and rural organizations as co-authors in project activities. This approach is intended to strengthen local participation and ensure that educational interventions are culturally relevant and responsive to community needs.
