How they buy

Saudi government procurement is centralised on Etimad, the national platform, through which ministries, agencies, health clusters and municipalities publish competitions. Notices are published in Arabic and the platform distinguishes competition types — general competition, limited competition and direct purchase — with the activity classification stated on each notice.

Across the it & telecom notices we currently hold for Saudi Arabia, the most common form is the open tender or invitation to bid. Each has its own rules — see RFP, RFQ and EOI compared and tendering procedures explained.

What qualifies you

Bidding requires registration on Etimad and a commercial registration, and most competitions require the bidder to be locally registered or working through a local entity. The Local Content and Government Procurement Authority rules give weight to local content in evaluation for many categories, so the share of Saudi content in your offer can affect scoring as well as eligibility. Documents and correspondence are generally in Arabic.

IT and telecom tenders range from software development, ERP and system integration to hardware supply, networking, data centres and annual maintenance contracts. Evaluations are often quality-and-cost based (QCBS), so a strong technical proposal, relevant case studies and certified personnel matter as much as price. Watch for scope creep in the requirements, licensing and support obligations, and data-security or localisation clauses.

Before committing effort, it is worth running a deliberate bid/no-bid decision and checking your submission against the responsiveness checklist.
