Bidding requires registration on Etimad and a commercial registration, and most competitions require the bidder to be locally registered or working through a local entity. The Local Content and Government Procurement Authority rules give weight to local content in evaluation for many categories, so the share of Saudi content in your offer can affect scoring as well as eligibility. Documents and correspondence are generally in Arabic.
