Who buys research, studies & evaluation in Qatar

These are the organisations with the most research, studies & evaluation notices open in Qatar right now. Buyers in this sector tend to repeat — following the few that award the work you do is usually more productive than watching the market as a whole.

How they buy

Qatari public procurement is concentrated in a small number of large buyers: the Public Works Authority (Ashghal) for infrastructure and buildings, QatarEnergy for oil, gas and petrochemical work, Kahramaa for water and electricity, and the ministries for services. Tender volumes are lower than in larger markets but individual contract values are high, and most significant work is issued through the buyers' own portals rather than a single national system.

Across the research, studies & evaluation notices we currently hold for Qatar, the most common form is the open tender or invitation to bid. Each has its own rules — see RFP, RFQ and EOI compared and tendering procedures explained.

What qualifies you

Most major buyers require vendor registration and prequalification before you may collect documents, and many categories effectively require a local presence or a Qatari partner. Bid bonds and performance guarantees must generally be issued by a bank acceptable to the buyer, which usually means a locally licensed one. Expect strict conformity to the issued forms — Gulf buyers tend to reject on administrative grounds without exercising discretion.

Research and evaluation assignments are commissioned by UN agencies, development banks, bilateral donors and international NGOs, and are almost always awarded on quality-and-cost rather than price alone — commonly 70:30 or 80:20 in favour of the technical proposal. The decisive elements are the proposed methodology, the named team and the evaluator's independence from the programme being assessed. Expect to be asked for a sampling frame, an analysis plan, ethics and safeguarding arrangements for research with human subjects, and prior assignments of comparable scope. Terms of reference frequently name a specific framework — the OECD-DAC criteria for evaluations, or a donor's own results framework — and a proposal that ignores it loses marks that were freely available. Data ownership and publication rights normally sit with the commissioning agency; check whether you may cite the work later.

Before committing effort, it is worth running a deliberate bid/no-bid decision and checking your submission against the responsiveness checklist.
